5.16.010 - Permit required.¶
It shall be unlawful for any person to produce, pasteurize, manufacture, distribute, sell, or have for sale within the City, any milk, cream, or milk products, unless said person shall have applied for and received from the San Joaquin Department of Environmental Health a permit authorizing the same.

5.16.020 - Application for permit.¶
Application for said permit shall be made in writing, stating the name of the person, the business or trade name, if any, the location, the average daily production of milk, cream, or milk products, the number of cows, and the central plant, if any, which received the milk, cream, or milk product.

5.16.030 - Inspection.¶
Upon the receipt of the written application, an Inspector of the San Joaquin Department of Environmental Health shall inspect the premises named and shall grant a written permit; provided that such applicant shall conform with the requirements of this article and the rules and regulations established by the Department of Environmental Health for its enforcements or to the requirements of the Pure Milk Law of the State.

5.16.040 - Milk or cream shall be graded.¶
All milk or cream sold, produced for sale, or delivered in the City, shall be graded and conform to the standards and requirements for such grades as established by law.
