3.12.060 - Central roster.

A central roster of employees and positions is to be maintained in the auditor's office or such other place as the board may direct and shall include a record of the appointment and subsequent changes in classification or compensation of each employee in the classified and unclassified service and shall include dates of service, positions held, salaries received, vacation, sick leave and other related information as the board may consider appropriate.

3.12.070 - Posting of position vacancies.

A. Each department shall forward notice of any vacancy to the personnel director no less than three consecutive business days prior to posting of the position.

B. The personnel director will post the vacancy for a minimum of ten consecutive calendar days prior to interviews being conducted, on the county's official web site and a centrally located county bulletin board.

C. The personnel director will transmit a copy of the vacancy notice to the county clerk of the board's office, all county department heads, and the recognized employee organization for that position, via e-mail at the time of posting.

D. The purpose of this procedure is to afford county employees an opportunity to apply for vacant positions.

E. Such application does not ensure any employment rights to the position for which the posting applies.

3.12.080 - Eligibility list.

A. The county and/or department heads shall announce and hold open interviews and/or examinations for the purpose of establishing an eligibility list for a department, or on a county-wide basis.

B. All positions designated as promotional within the county shall be available to those presently employed and qualified.

C. The department head shall establish an eligibility list from the parties interviewed.

D. The selection of the successful applicant for the promotional position shall be from the top five of said eligibility list.
