16.12.060 - Conformance with title as to certain regulations and provisions.¶
All subdivisions which are subject to the provisions of this title shall conform to the following regulations and shall be subject to the provisions set out in this article.

16.12.070 - Regulations, standards and procedures as minimum necessary-Board may chose to make more restrictive where necessary.
The regulations, standards and procedures provided herein shall be construed to be the minimum necessary to promote and protect the public health, safety and general welfare, and they may be made more restrictive by the board in cases where the advisory agency finds such action is deemed necessary to protect the public interest and to ensure sound planning standards and, on the advice of the county engineer, to ensure sound engineering standards.

16.12.080 - As applicable to environment impact.
No tentative map or parcel map filed pursuant to this title shall be approved until an environmental impact analysis is prepared, processed and considered. The subdivider shall provide such additional data and information and deposit and pay such fees as may be required for the preparation and processing of environmental review documents.

16.12.090 - Grading and erosion control.¶
Every map approved pursuant to this title shall be conditioned on compliance with the requirements for grading and erosion control, including the prevention of sedimentation or damage to offsite property.

16.12.100 - Land division standards shall contain standards for street and lot design.
The land division standards shall contain standards for street and lot design, for road widths, grades and curves, for sewerage, water supply and fire protection, for all improvements to be installed, including public utilities, for office and field checking of maps and survey data, for construction inspections, for checking and matters as may be included therein by resolution of the board.

16.12.110 - Provision of documents.¶
The advisory agency may require that a subdivider provide such documents, including but not restricted to deeds, dedications, grants, restrictions, easements and rightsofway, as it deems necessary to effect a sound and proper plan of land division.

16.12.120 - Change of zoning.¶
The advisory agency may require a request for change of zoning to ensure compatibility of plans and regulations.

16.12.130 - Public hearing.
The advisory agency may hold a public hearing on the tentative map, and notice thereof shall be given as provided in the Subdivision Map Act. Any interested person may appear at such a hearing and shall be heard.

16.12.140 - Notice of public hearing.¶
Whenever a public hearing is held pursuant to this title, notice of the time and place thereof, and a general description of the location of the subdivision, shall be published once in a newspaper of general circulation.

16.12.150 - Installation of appropriate and necessary public utility facilities.
The advisory agency may require the installation of appropriate and necessary public utility facilities, including underground installation of power, telephone and other utilities when it finds such installation reasonable and economically feasible, compatible with adopted utility undergrounding plans, required by other regulations or necessary for conformity with area characteristics and standards.

16.12.160 - Private roads.
The advisory agency may permit private roads in subdivisions which are subject to the provisions of this title in cases where the technical advisory committee finds and reports that such roads provide local access to lots or parcels to be created, and do not constitute elements of through or collector road systems necessary to serve areas beyond the bounds of the land division site. Subdivisions in which private roads are permitted shall be subject to all provisions of this title, except as otherwise or as additionally provided below in this section:
A.
Private roads shall be constructed in conformity with land division standards.
B.
Provisions for maintenance of private roads shall be required by the advisory agency, and bonds or other guarantees of compliance with such provisions may be required.

16.12.170 - Clustering of development sites.¶
The advisory agency may approve land division plans which include the clustering of development sites in combination with the preservation of open space, and plans which include airports, golf courses and other types of recreational facilities and other such special features intended for the common usage of owners and guests; provided, that such features are in conformity with zoning and other provisions of law. In such cases:
A.
The advisory agency shall require provisions for preservation of open spaces and adequate maintenance and operation of all such features, and may require bonds or other guarantees of compliance with such requirements.
B.
The advisory agency shall require provisions for proper construction of such special features.

16.12.180 - Plans based upon PD planning development zoning.¶
The advisory agency may approve plans which are based upon approved "PD" planned development zoning; and may approve plans for mobile home subdivisions in cases where the following minimum conditions apply: Approved water supply and sewerage systems will be installed and designated lots will be restricted to occupancy by mobile homes only and such accessory buildings as are otherwise permitted by law. Lot sizes shall be as specified in land division standards.

16.12.190 - Provisions for divisions of fewer than five lots.
The advisory agency may waive the regulations of this title pertaining to divisions into fewer than five parcels, and require only the approval and recording of a record of survey map, in cases where a public governmental agency or a public utility must become involved in land division in the normal course of its legal and ordinary operations.

16.12.200 - Soil investigations.
When a soil investigation has been required by the county engineer:
A.
The report and recommendations thereon must be prepared to meet his approval;
B.
A notation that such a report has been prepared shall be noted on the final map, together with the date of the report and the name of the engineer who made it.
C.
Building permits for structures in the subdivision shall be conditioned upon compliance with recommendations of the report.

16.12.210 - Final parcel map public report.¶
A final parcel map public report shall be recorded with the county recorder simultaneously with the filing of a final parcel map. The final parcel map shall show the recording date and index book and page for said "final parcel map public report." The form and content of the "final parcel map public report" shall be identical to that on file in the county planning department.
