13.02.010 - Title.¶
This chapter shall be called "Use of County Walkways".

13.02.020 - Definitions.¶
As used in this chapter the term:
A. "Camp" shall mean to use of public property as a temporary or permanent place of dwelling, lodging or residence, or as a living accommodation. Indicia of camping may include, but are not limited to, storage of personal belongings, using tents or other temporary structures for sleeping or storage of personal belongings, carrying on cooking activities or making any fire in an unauthorized area.
B. "County facility" shall mean any building or structure owned by or leased to the county.
C. "Lie" shall mean to move into a recumbent position horizontally on a surface.
D. "Loiter" shall mean to delay or linger in a public place or business with no particular or legal purpose.
E. "Pedestrian" shall have the same meaning as defined by the California Vehicle Code.

13.02.030 - Prohibited acts.¶
It is unlawful for any person:
A. To loiter, lie, sleep or camp within twenty-five feet of a doorway to any county facility.
B. To loiter, lie, sleep or camp upon any walkway connected to any county facility in a manner that unreasonably obstructs the free passage of pedestrians.
C. To loiter, lie, sleep or camp on Tehama County owned property, within one hundred feet of the Tehama County Jail or any building connected thereto.

13.02.040 - Exceptions.¶
This chapter shall not apply to the following situations:
A. A person who is in violation because of a medical emergency or serious medical condition.
B. A person operating or patronizing a commercial establishment conducted on the public sidewalk;
C. A person participating in or attending a lawful parade, festival, performance, rally, demonstration, meeting, or similar event conducted on the public sidewalk;
D. A person sitting on a fixed chair or bench located on the public sidewalk supplied by a public agency or by the abutting private property owner; or
E. A person waiting in line for goods or services unless the person or person's possessions impede the ability of pedestrians to travel along the walkway.

13.02.050 - Violations.¶
Any person who violates any provision of this chapter is guilty of a misdemeanor. Any California POST Certified Law Enforcement Officer may enforce violations of this chapter.
