10.16.005 - Definitions.¶
The definitions, when used in this chapter, of the following vehicles shall be the same as defined in the California Vehicle Code, to wit:
A. "Bus" means the same as Section 233 of the California Vehicle Code.
B. "Camper" means the same as Section 243 of the California Vehicle Code.
C. "Fifth-wheel travel trailer" means the same as Section 324 of the California Vehicle Code.
D. "House car" means the same as Section 362 of the California Vehicle Code.
E. "Trailer" means the same as Section 630 of the California Vehicle Code.

10.16.010 - Boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any…¶
A. No person shall park any boat, bus, camper, fifth-wheel travel trailer, house car, trailer, or any other recreational vehicle on any street, alley or highway, or any other public place, or park and/or occupy any boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle on any tract of land occupied or unoccupied, except as provided in this chapter.
B. This chapter shall not be applicable to boats, buses, campers, fifth wheel travel trailers, house cars, trailers or any other recreational vehicles parked in trailer parks and courts.

10.16.020 - Emergency or temporary parking.¶
Emergency or temporary stopping or parking of those vehicles described in Section 10.16.010 are permitted on any street or highway for not longer than seventy-two hours, subject, however, to any other and further prohibitions, regulations and/or ordinances of the city governing the use of streets.

10.16.030 - Parking more than thirty days—State registration required.¶
No boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle shall be parked on any premises or occupied by any person for more than thirty days in any calendar year unless such boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle shall have been registered with the State Motor Vehicle Department for such calendar year.

10.16.040 - Parking outside trailer parks—Permit requirements.¶
A. No boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle shall be parked on any premises other than an approved trailer park, and no person shall occupy any boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle parked on any premises other than an approved trailer park; excepting, however, that any boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle owned by the owner or occupant of any premises may be parked on such premises owned or occupied by such person, and a boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle owned by a guest of such owner or occupant of any premises may be parked on such premises (and accompanied by such guest), provided, however, that altogether, any occupancies of such boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle on any such property of owner or guests shall not exceed a total of thirty days in any calendar year.
B. The owner or occupant of any such premises, immediately preceding the occupancy of any boat, bus, camper, fifth-wheel travel trailer, house car, trailer, or any other recreational vehicle owned by the owner or a guest, shall obtain a permit for such occupancy from the building department. The application for a permit shall show the date of such occupancy and the registration number and registered owner of such boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle.
C. Immediately after the termination of occupancy of such boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle, the owner or occupant of such premises shall report the date of such termination of occupancy, and failure of such owner or occupant of any such premises to make such report shall constitute prima facie evidence of the existence of such occupancy for a period of thirty days.

10.16.050 - Parking outside trailer parks—Location restrictions.¶
No boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle parked on any premises other than an approved trailer park shall be parked within the required front, side or rear yards, or other required unoccupied spaces of a lot in the zoning district where such boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle is parked.

10.16.060 - Use for sleeping purposes—Permit, time limit and sanitary requirements.¶
A boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle may be used for sleeping purposes only, and for not more than thirty days during the calendar year upon a permit issued by the building department of the city. Water and/or sewer connections to a boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle parked on premises other than an approved trailer park are prohibited, except as provided in this chapter.

10.16.070 - Use for sleeping purpose—Restrictions outside trailer parks.¶
No boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle shall be used for sleeping purposes unless there is a habitable dwelling on the premises; provided, however, that a boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle may be placed on a vacant lot and used for living quarters where there has been a building permit issued to the boat, bus, camper, fifth-wheel travel trailer, house car, trailer, or any other recreational vehicle occupant for the building of a house or residence on such vacant lot, and in such cases, the boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle may be connected to sewer and water facilities, but such boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle may not be occupied nor used for living quarters for more than six months, and thereafter the use of the boat, bus, camper, fifth-wheel travel trailer, house car, trailer, or any other recreational vehicle must conform with the provisions of this chapter.

10.16.080 - Use for sleeping purposes—Permit requirements.¶
Notwithstanding the provisions of Section 10.16.070, a boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle may be used for sleeping for periods not to exceed five consecutive days, when all of the following circumstances exist:
A. The boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle is situated upon land owned by the city or other political subdivision;
B. The boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle is so situated with the consent of the landowner; and
C. A written permit has been issued to the registered owner of the boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle by the building inspector of the city for the use of such boat, bus, camper, fifth-wheel travel trailer, house car, trailer or any other recreational vehicle for sleeping. Such permits shall only be issued for use during specific periods, as designated by resolution of the city council. Such resolution may also fix a fee to be charged for each permit, and no permit shall be issued except upon payment of the fee so specified, if any.
