§ 13.50.010. Purpose and intent.¶
A. This chapter codifies the requirement for property owners to test, inspect, maintain, repair and/or replace privately owned, upper sewer laterals connected to the City's public sewer following a sanitary sewer overflow event. All testing, inspection, maintenance, repair and/or replacement must bring the upper lateral to current code requirements.
B. The intent of this section is to eliminate repeat sanitary sewer overflows of privately owned upper sewer laterals so as not to be a threat to public health or the environment.

§ 13.50.020. Applicability.¶
This chapter shall apply to all privately owned, upper sewer laterals for single-family residential, multifamily residential units, business, commercial, and industrial users connected to the City of Stockton's sanitary sewer collection system and that have caused a reportable sanitary sewer overflow as defined by the City of Stockton Municipal Utilities Department.

§ 13.50.030. Definitions.¶
Subject to the foregoing, the meaning of the terms used in this chapter shall be the same as, or supplement the definitions found in, Chapters 1.04, 13.08 and 13.40 as follows:
"Backwater valve"
is a valve installed in a pipe for the purpose of preventing backflow.
"Business users"
shall refer to the same meaning as commercial users.
"Cleanout"
is a pipe fitting and associated piping connected to a building sewer or lateral sewer line that provides access to the line for purposes of routine flushing, rodding, cleaning, and other maintenance and diagnostic purposes.
"Commercial users"
shall refer to professional offices, service establishments of any type, wholesale or retail stores, warehouses, and any other similar enterprises.
"Director"
means the City of Stockton Director of Municipal Utilities, or authorized representative.
"Exfiltration"
refers to liquids that exit sewer pipe through indirect means, such as leaking joints, cracks, breaks, or porous walls.
"Industrial users"
shall refer to manufacturing facilities, food processing facilities, refineries, and any other similar enterprise.
"Infiltration"
refers to liquids that enter the sewer system through indirect means such as leaking joints, cracks, breaks, or porous walls.
"Inflow"
means liquids that enter the sewer system from direct pipe connections.
"Institutional users"
shall refer to schools, churches, hospitals, convalescent homes, correctional institutions, and any other similar entity.
"Lower lateral"
means the lateral line owned by the City connecting a home, business, commercial site, institution, industrial site, or other structure to the City's sewer main extending from the sewer main to the back of the public right-of-way or point of connection to the private lateral, whichever is applicable. Lower laterals are generally connected to private laterals.
"Main line," "sewer main," or "main sewer"
is a common sewer directly controlled by the City of Stockton.
"Sanitary sewer overflow (SSO)"
means any sewage from the sewer system that surfaces and touches the ground, regardless of quantity.
"Satisfactory condition"
is a condition indicated by fulfilling either:
Final inspection and approval of a City building or plumbing permit that specifically includes the repair or replacement of the upper private lateral completed within the previous 10 years; or
Approval by the Director of a video recording of closed circuit television (CCTV) inspection in a format acceptable to the City of the upper private lateral or by a contractor approved by the Director to accomplish such inspection.
"Sewer lateral certificate"
is a certificate issued by the Director indicating that the lateral is in "satisfactory condition" as defined herein.
"Single-family dwelling unit (SFDU)"
means a premises which is designed, improved, or used as a residence for one family only, and which is not designed, improved, or used for any other purpose.
"Structure"
is any structure or building as defined in the California Plumbing Code that is provided with public sewer service by the City of Stockton.
"Upper lateral"
means the private sanitary sewer lateral or pipeline connecting a home or other structure to the lower lateral, generally extending from the outside of the foundation of the structure to the public right-of-way or point of connection to the public sewer system, whichever is applicable.
