§ 2.30.010. Authority delegated.¶
Pursuant to Government Code Sections 27000.1 and 53607, the board of supervisors delegates the authority to invest or reinvest the funds of the county and the funds of other depositors in the county treasury to the county treasurer for a one-year period. This delegation is subject to review and renewal of authority by the board of supervisors each year, which may occur by resolution or order of the board of supervisors. The funds are to be invested in accordance with state law and the county treasurer must act as a prudent investor in a fiduciary capacity. The county treasurer shall thereafter assume full responsibility for those transactions until the delegation of authority is revoked or expires.

§ 2.30.020. Qualifications.¶
Pursuant to Government Code Section 27000.7, no person shall be eligible for election or appointment to the office of county treasurer-tax collector unless that person meets one of the following criteria:
A. Three or more years of continuous service in a senior financial management position in a public agency dealing with similar financial responsibilities as those required of the county treasurer-tax collector;
B. Possesses a valid baccalaureate, masters or doctoral degree from an accredited college or university in any of the following major fields of study: business administration, public administration, economics, finance, accounting, or a related field with a minimum of sixteen college semester units or their equivalent in accounting, auditing or finance;
C. Possesses a valid certificate issued by the California State Board of Accounting showing the individual to be and practice as a certified public accountant;
D. Possesses a valid charter issued by the chartered financial analysts showing the individual to be a chartered financial analyst with a minimum of sixteen college semester units or their equivalent in accounting, auditing or finance;
E. Possesses a valid certificate issued by the treasury management association showing the individual to be a certified cash manager with a minimum of sixteen college semester units or their equivalent in accounting, auditing or finance.

§ 2.30.030. Continuing education.¶
Pursuant to Government Code Section 27000.8, any county treasurer-tax collector elected to serve on or after the beginning of the term of office commencing in January, 1999, shall complete a valid continuing course of study consisting of a minimum of forty-eight hours or equivalent of continuing education units within the discipline of treasury management or public finance or both offered by a recognized state or national association, institute or accredited college or university that provides the requisite education programs. Certificate of such study shall be forwarded to the state controller's office on or before June thirty of the fourth year of each term of election.

§ 2.30.040. Treasury oversight committee.¶
Pursuant to Government Code Sections 27131 through 27132, the board of supervisors establishes a county treasury oversight committee ("committee") and after consultation with the county treasurer, the board determines that the committee shall consist of the following four members:
A. The county treasurer-tax collector;
B. A representative appointed by the county board of supervisors;
C. The county auditor-controller; and
D. The county superintendent of schools or designee.
