The city council finds that the St. Helena Municipal Code provides in various sections for the establishment, membership, terms, procedures and operation of the city’s various boards, commissions and committees. The welfare and interests of the public would be served by allowing the city council to act by resolution to adopt, and to amend from time to time, protocols governing the establishment, membership, terms, procedures and operations of the city’s various boards, commissions and committees.
