South Pasadena Municipal Code § 9.5 Residential code

Except as modified herein, the administration of the residential code shall be as set forth in SPMC 9.1 (Building code administration).

101.1 Title. Sections 9.5, 9.5.1 and 9.5.2 of Article 1 of Chapter 9 of the SPMC shall collectively be known as the Residential Code of the City, may be cited as such, and will be referred to herein as “these Residential regulations” or “these Residential standards “or “this Residential Code.”

9.5.1 Residential code adopted.

Chapters 2 through 10, Chapter 44 of 2025 California Residential Code, Title 24 Part 2.5 of California Code of Regulations as published by the California Building Standards Commission, is hereby adopted by reference pursuant to the provisions of Sections 50022.1 through 50022.10 of the Government Code of the state of California as though fully set forth herein and made a part of the South Pasadena Municipal Code with the same force and effect as though set out in full, including all of the regulations, revisions, conditions and terms contained therein except that those certain sections thereof which are necessary to meet local conditions as hereinafter set forth in SPMC 9.5.2 are hereby repealed, added or amended to read as set forth therein.

In accordance with Section 50022.6 of the California Government Code, not less than one copy of said California Residential Code together with any and all amendments thereto proposed by the city, has been and is now filed in the office of the community development department, shall remain on file with the building official, shall collectively be known as the city of South Pasadena Residential Code and may be cited as Chapter 9, Article 1, Section 9.5.1 of the city of South Pasadena Municipal Code. 9.5.2 City specific modifications.

Chapter 3 of California Residential Code, adopted by reference as the residential code of the city, is hereby amended, deleted or added as follows:

  1. Section R301.1.3.2 is amended in its entirety to read:

R301.1.3.2 Wood Frame Structures. The Building Official shall require construction documents to be approved and stamped by a California licensed architect or engineer for all dwellings of wood frame construction more than two stories and basement in height located in Seismic Design Category A, B, or C. Notwithstanding other sections of law, the law establishing these provisions is found in Business and Professions Code Sections 5537 and 6737.1.

The Building Official shall require construction documents to be approved and stamped by a California licensed architect or engineer for all dwellings of wood frame construction more than one story in height or with a basement located in Seismic Design Category D0, D1, or D2 or E.

  1. Section R309 is deleted in its entirety and replaced with Chapter 9 Section 903 of the California Fire Code as adopted and amended by Chapter 14 SPMC, Fire Prevention, SPMC 14.5, Fire code—Modified.

  2. Section R902.1.2 is amended in its entirety to read:

R902.1.2 Roof Coverings in All Areas. Except as permitted per SPMC Chapter 14 Fire Prevention, Section 14.1.2 Special provisions related to roof types, all roof covering of every structure shall be Class A.
