2.47-1 Creation.

There is hereby created a public works infrastructure commission. (Ord. No. 2393, § 3, 2025; Ord. No. 2406, § 19, 2025.)

2.47-2 Meetings.

The public works infrastructure commission shall hold one regular meeting each month on a date and time established by resolution. Special meetings, as necessary, may be called as provided for in Government Code Section 54956, or its successor statute. (Ord. No. 2406, § 23, 2025.)

2.47-3 Responsibilities.

It shall be the responsibility of the public works infrastructure commission to serve in an advisory capacity to the city council on the following:

(a) Policy matters related to infrastructure, including water, sewer, stormwater, power, transportation, streets, sidewalks, buildings, parks, and city facilities and properties;

(b) Transportation mobility policy matters, including traffic management plans, transit, multimodal transportation and active transportation, evolving transportation and mobility technologies, parking management, and regional transportation matters;

(c) Federal, state, regional and local infrastructure funding and planning;

  • (d) Utility management, including water, sewer, power, and stormwater;

(e) Providing input on infrastructure policies and plans, such as the city’s capital improvement program, and public works comprehensive planning documents, such as those related to water, sewer, stormwater, power, transportation, streets, sidewalks, buildings, parks, and city facilities and properties.

The public works infrastructure commission shall also serve as a forum for community input on public works infrastructure topics. (Ord. No. 2393, § 3, 2025; Ord. No. 2406, § 20, 2025. Formerly 2.47-2.)

2.47-4 Limitations.

The public works infrastructure commission may discharge its responsibilities in the manner and means selected by it, except as follows:

(a) Unless expressly authorized to do so by the city council, it shall not represent itself to be, nor in any way act for or on behalf of, the city council, nor shall it have authority to commit the officers, employees or staff of the city in any manner to any course of action. To the contrary, it shall act as a study center and clearinghouse for advisory action to the city council; and

(b) It shall not encroach upon any area preempted by state or federal law; and

(c) It shall forward all of its findings and recommendations to the city manager and the city council. (Ord. No. 2393, § 3, 2025; Ord. No. 2406, § 21, 2025. Formerly 2.47-3.)

2.47-5 Composition of members.

All members shall have an expressed interest in and knowledge of public works projects and programs, methods and procedures, policies, or infrastructure. The city shall make a concerted effort to recruit at least one registered civil engineer and one registered traffic engineer, both with active licenses, and professionals with expertise in other areas such as traffic engineering, structural engineering, architecture, landscape architecture, water, stormwater, sewers, mobility planning, transportation infrastructure, contracting or construction, construction law, or construction management and inspection.
