2.44A Creation.

There is hereby created a community services commission. The commission shall consist of seven members. (Ord. No. 2187, § 2, 2009; Ord. No. 2366, § 1, 2022; Ord. No. 2406, § 14, 2025. Formerly 2.44.)

2.44B Meetings.

The community services commission shall hold regular meetings every other month on a date and time established by resolution. Special meetings, as necessary, may be called as provided for in Government Code Section 54956, or its successor statute. (Ord. No. 2406, § 15, 2025.)

2.45 School district representative.

The school district may appoint a nonvoting representative to advise the commission on issues related to city-sponsored youth services and recreation activities. If appointed, the school district representative shall be considered as an advisory representative and not part of the seven-member commission. (Ord. No. 2406, § 17, 2025.)

2.46 Powers and duties.

The powers and duties of the community services commission shall be to:

(a) Act in advisory capacity to the city council and director of and the community services department in all matters pertaining to activities promoting the health, interests and well-being of the city’s senior citizen and youth populations, and all matters pertaining to parks and public recreation;

(b) Recommend policies for the control, management, and use of community services facilities, subject to review of the community services director and approval by the city council;

(c) Recommend the acquisition, use, and relinquishment of community services facilities and services for city council consideration;

  • (d) Advise the city council on development of recreation areas, facilities, programs and improved recreation services;

(e) Recommend the adoption of standards on organizations, personnel, areas and facilities, program and financial support;

(f) Take periodic inventories of community recreation services that exist or may be needed and interpret the needs of the public to the city council and to the director of the community services department;

(g) Inform the public of the policies and functions of community services programs as directed by the city council;

(h) Inform, advise and cooperate with boards of education and boards of school trustees of school districts comprising a part of the city or being immediately adjacent to the city to the extent that such information, advice and cooperation shall be proper and desirable in preparing, revising or carrying out the programs of the city’s community services department.
