2.08.010 - Appointed City Clerk and City Treasurer¶
A. Pursuant to California Government Code section 36510, the appointed positions of the City Clerk and City Treasurer of the City of Sonora is hereby established.
B. The City Council vests the City Administrator with the City Council's authority to appoint or dismiss the City Clerk or City Treasurer pursuant to California Government Code sections 36510 and 34856. The City Administrator is also delegated the responsibility of conducting performance reviews and setting the salaries of the City Clerk and City Treasurer. Both the appointments of and salaries for the City Clerk and City Treasurer positions are subject to ratification by the City Council.
C. During a vacancy in the City Clerk position, or if the City Clerk is unable to perform the City Clerk's duties, the City Administrator may make an interim appointment of any duly qualified person to perform the duties of the City Clerk, the City Administrator may authorize a Deputy City Clerk to perform the duties of the City Clerk, or the City Administrator may perform the duties of the City Clerk.
D. During a vacancy in the City Treasurer position, or if the City Treasurer is unable to perform the City Treasurer's duties, the City Administrator may make an interim appointment of any duly qualified person to perform the duties of the City Treasurer, the City Administrator may authorize a Deputy City Treasurer to perform the duties of the City Treasurer, or the Administrative Services Director may perform the duties of the City Treasurer.

2.08.020 - Powers and Duties of the City Clerk¶
The City Clerk shall have those legal duties and powers described in Government Code section 40801 et seq., as may be amended or superseded, and provisions of the Sonora Municipal Code and other ordinances or resolutions of the City Council, except as otherwise provided in this Chapter. In addition, the City Clerk shall have the following duties and powers:
A. Under the supervision of the City Administrator, perform all duties of the City Clerk provided by State law and the Sonora Municipal Code.
B. Ensure compliance with the Brown Act, the Elections Code, the Political Reform Act, and the Public Records Act, in consultation with the City Attorney's office.
C. Attend all meetings of the City Council, keep accurate records of City Council proceedings, retain custody of the City seal, keep an ordinance and resolution book, and record all ordinances and resolutions in such book with certifications attached. At the request of a member of the City Council, the City Clerk shall enter the ayes and noes into the book.
D. Perform such other duties and exercise such other powers as may be delegated to him or her from time to time by the City Administrator, or by ordinance or resolution of the City Council, including any responsibilities enumerated in the City Clerk job description.

2.08.030 - Powers and Duties of the City Treasurer¶
The City Treasurer shall have only those duties and powers described in the Government Code, as may be amended or superseded, and provisions of the Sonora Municipal Code and other ordinances or resolutions of the City Council.

2.08.040 - City Engineer¶
A. It shall be the duty of the City Engineer, as ex officio superintendent of streets, to inspect all streets, alleys, sidewalks, crosswalks and storm drains in the City, and whenever repairs or necessary work are needed on any of the aforementioned, he/she shall immediately report the same to the maintenance superintendent and/or public works committee.
B. It shall also be the duty of the City Engineer, as ex officio superintendent of streets, to record in his or her office all assessment diagrams, maps, assessment rolls, engineer's reports and other documents required by law to be so recorded in connection with any assessment district formed by the City and to maintain such records in proper form. Such records shall be made available during regular business hours for public inspection and copying at a charge for the reasonable cost thereof.
