Sec. 4-39. - Same — Deemed debt due county, etc.

The amount of any license fee imposed by this article shall be deemed a debt to the county; and any person carrying on any circus, tent show or other exhibition provided for or mentioned in this article without have a license from the county to do so shall be liable in an action in the name of the county in any court of competent jurisdiction for the amount of license imposed by this article on such circus, tent show or other exhibition,
