5-34.01 - Police emergency response civil cost recovery.¶
(a) Whenever the Simi Valley Police Department dispatches a police officer to an emergency response to the same residential address or location on more than five (5) occasions during a consecutive 365 calendar day period or to the same commercial or industrial address or location on twelve (12) or more occasions during a consecutive 365 day calendar period, the owner of the property and/or the occupants or tenants of the property shall be jointly and severally liable for the actual cost of responding for any emergency response(s) in excess of the applicable occasions during the consecutive 365-day period. Response to false alarms or disturbing parties is not included in totaling response(s) under this section.
(b) An owner, occupant or tenant shall not be liable for billed costs under this section if that person was not the owner, occupant or tenant, respectively, of the property, during the time period within which the billed emergency responses occurred.

5-34.02 - Police emergency response—Alcoholic beverage control permit or license.¶
Whenever the Simi Valley Police Department dispatches a police officer to an emergency response to an address or location where an alcoholic beverage control permit or license is legally required for an event or activity thereon, the owner of the property and the tenant or occupant possessing or required to possess a liquor license to serve alcohol on the premises shall, at the discretion of the Chief of Police, be jointly and severally liable for the actual cost of responding for any emergency response. Response to false alarms or disturbing parties is not included in this section.

5-34.03 - Miscellaneous provisions.¶
(a) The actual cost of response shall be determined by the City Council approved Schedule of Services Charges in existence at the time of the sixth or subsequent emergency response in a residential area or twelfth or subsequent emergency response in a commercial or industrial area, as applicable, in Section 5-34.01 or on each response pursuant to Section 5-34.02.
(b) A police "emergency response" is defined as the arrival of uniformed police officer(s) at an address pursuant to a request for police assistance regarding an in progress disturbance involving a possible crime against person or property.
(c) An owner, occupant or tenant of the property who is the victim of a crime shall not be liable for emergency cost response for any emergency response directly related to that crime.
(d) Any violation of this chapter is a civil, and not criminal, violation and is in addition to any other remedy provided by law.
