2-6.301 - Office established.

The office of Finance Director is hereby created and established.

2-6.302 - Powers and duties.

The Finance Director shall be the head of the Finance Department and shall have the following powers and duties:

(a) To have charge of the administration of the financial affairs of the City under the direction of the City Manager;

(b) To compile the budget expenses and income estimates for the Council;

(c) To supervise and be responsible for the maintenance of a general accounting system for the City government and each of its offices, departments, and agencies;

(d) To submit to the Council a monthly statement of all receipts and disbursements in sufficient detail to show the financial condition of the City and, as of the end of each fiscal year, to submit a complete financial statement and report. The audit report of the City shall satisfy the requirements of this subsection for a financial statement;

(e) To perform all the financial and accounting duties imposed upon the City Clerk by the provisions of Article 1 of Chapter 4 of Part 2 of Division 3 of Title 4 and Sections 40802 through 40805 of the Government Code of the State; and

(f) To perform such other duties as may be imposed upon him by law or by ordinance.

2-6.303 - Designation of City Manager.

The Council may, by resolution, designate the City Manager as Finance Director. If the position is to be filled by a person other than the City Manager, the City Manager shall appoint the Finance Director.

2-6.304 - Exclusions: Duties of the City Treasurer.

The provisions of this article shall not be construed to require the Finance Director to perform any of the duties given by law to the City Treasurer.
