10.04.010 - Definitions of words and phrases.

The words and phrases used in this title shall have the meanings ascribed to them in this title. Words or phrases used in this title that are defined in the California Vehicle Code but not in this title shall have the meaning set forth in the California Vehicle Code.

10.04.020 - Central traffic district.

"Central traffic district" means all streets and portions of streets within the area as may be prescribed by resolution of the city council.

10.04.040 - City traffic engineer.

"City traffic engineer" means the director of public works.

10.04.050 - Coach.

"Coach" means any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers.

10.04.055 - Commercial vehicle.

"Commercial vehicle" means a motorized vehicle of a type required to be registered under the California Vehicle Code and used or maintained for the transportation of persons for hire, compensation or profit, or designed, used, or maintained primarily for the transportation of property as defined by Vehicle Code Section 260.

10.04.060 - Council.

"City council" means the city council of the city.

10.04.070 - Curb.

"Curb" means the lateral boundary of the roadway whether such curb is marked by curbing, construction, or not so marked; the word "curb" as herein used shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights of way of public utility companies.

10.04.080 - Divisional island.

"Divisional island" means a raised island located in the roadway and separating opposing or conflicting streams of traffic.

10.04.090 - Holidays.

Within this title, holidays shall be those days designated as such by Government Code Section 6700 as it now reads or may hereafter be amended.

10.04.100 - Loading zone.

"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

10.04.110 - Oversized recreational or commercial vehicle.

"Oversized recreational or commercial vehicle" means a recreational or commercial vehicle that exceeds eight feet in width or twenty-five feet in overall length excluding the trailer tongue, except for any vehicle which exceeds these dimensions solely because of modifications required to accommodate a disability and the vehicle is lawfully displaying a disabled placard or license.

10.04.120 - Parking meter.

"Parking meter" means a mechanical device installed within or upon the curb or sidewalk area, immediately adjacent to a parking space, for the purpose of controlling the period of time of occupancy of such parking meter space by any vehicle.

10.04.130 - Parkway.

"Parkway" means that portion of a street other than a traveled roadway.

10.04.140 - Passenger loading zone.

"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

10.04.150 - Pedestrian.

"Pedestrian" means any person afoot.

10.04.160 - Police officer.

"Police officer" means every officer of the police department of the city or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

10.04.165 - Recreational vehicle.

"Recreational vehicle" means a motorhome, travel trailer, truck camper, camping trailer, or other vehicle or trailer, with or without motive power, designed or altered for human habitation for recreational, emergency, or other human occupancy. "Recreational vehicle" specifically includes, but is not limited to: a "recreational vehicle" as defined by Health and Safety Code Section 18010; a "truck camper" as defined by Health and Safety Code Section 18013.4; a "camp trailer" as defined in Vehicle Code Section 242; a "camper" as defined in Vehicle Code Section 243; a "fifth-wheel travel trailer" as defined in Vehicle Code Section 324; a "house car" as defined by Vehicle Code Section 362; or a "trailer coach" as defined in Vehicle Code Section 635.

10.04.170 - Stop.

When required, "stop" means complete cessation of movement.

10.04.180 - Traffic control devices.

"Traffic control devices" means all signs, signals, markings and devices placed on or adjacent to a street or highway for the purpose of regulating, warning or guiding traffic, in accordance with Division II, Article 2, Section 21400 et seq. of the Vehicle Code of the state of California.

10.04.185 - Trailer.

"Trailer" means a vehicle designed for carrying persons or property on its own structure and for being drawn by a motor vehicle and so constructed that no part of its weight rests upon any other vehicle as defined in Vehicle Code 630.

10.04.190 - Vehicle Code.

"Vehicle Code" means the Vehicle Code of the state of California, as it now exists or may hereafter be amended.
