9.24.010 - Dumping.¶
It is unlawful for any person to trespass or go upon the land or property of any other person for the purpose of dumping, or to dump upon the land or property of any other person or upon public property, except such as may be designated by the director of public works of the city, any garbage, refuse, junk or any waste or discarded matter of any kind.

9.24.020 - Protection of water meters.¶
It is unlawful for any person, firm or corporation, to cause, suffer or permit to be dumped or placed upon any water meter or gate valve on any water line any rubbish, dirt, building material or other obstruction of any kind or nature whatsoever.

9.24.030 - Sprinklers.¶
It is declared to be a nuisance and it is unlawful for any person, firm or corporation to operate any sprinkler or sprinkling system in the city in such a manner that water is thrown therefrom so as to fall upon any sidewalk or upon the paved portion of any street.

9.24.040 - Private trespass—Declaration of policy.¶
Public safety is declared to require that the uninterrupted operation of certain industries essential to national defense, such as the aircraft manufacturing industry, and of companies or agencies supplying water, gas, electric and other essential services, be protected by preventing the intrusion upon the properties thereof of idle, curious or malicious persons and of persons whose presence thereon is not necessary, and by prohibiting any loitering about such places by persons capable of inflicting harm or of impeding the operation conducted thereon.

9.24.050 - Private trespass—Posting of notice.¶
A. Any person, firm, corporation, governmental agency, department of instrumentality having possession or control, of any of the facilities, plants or utility properties enumerated in Section 9.24.060 hereof, may post, at each entrance to any structure devoted to any use so enumerated, at each entrance to any fenced or enclosed area devoted to any such use, and at intervals of not more than three hundred feet around any area devoted to such use, substantial signs not less than one square foot in area, displaying prominently in addition to such other information as may be deemed desirable, the words, Trespassing—Loitering—Forbidden by Law in legible letters not less than two inches in height; provided, however, that any public waiting room dining room, office or other portion of any such structure or premises to which general public access is required in the normal use and operation thereof where materials are delivered to or received by the public, shall not be so posted.
B. The posted boundary of any area shall be a line running from sign to sign, and such line need not conform to the legal boundary of legal description of any lot, parcel or acreage of land.

9.24.060 - Posting of notice—Permitted where.¶
The places which may be so posted are the following:
A. Every airport, and every plant, field and structure used for the manufacture, assembling or testing of aircraft;
B. Every reservoir, dam, pumping station, aqueduct, main canal or pipe line of a public water system;
C. Every reservoir, dam, generating plant, receiving station, distributing station and transmission line of a company or agency furnishing electrical energy;
D. Every gas generating plant, compressor plant, gas holder, gas tank, gas valve, gas regulator and gas main used for the production, storage and distribution of gas;
E. Every plant or vital part thereof or other principal property essential to rendering telephone or telegraph service;
F. Every radio broadcasting central plant or station;
G. Every railroad bridge or tunnel;
H. Every plant for the bulk storage of dynamite, giant power, gun powder or other explosive.

9.24.070 - Exemptions.¶
This chapter does not apply to any entry in the course of duty of any peace officer nor to any person traversing an established and existing public sidewalk, street or highway.

9.24.080 - Damaging signs prohibited.¶
Every person who tears down, defaces or destroys, or causes to be torn down, defaced or destroyed, any sign placed or posted under the provisions of this chapter without the consent of the person, firm or corporation, governmental agency, department or instrumentality having possession or control of the premises on which such sign has been erected, is guilty of a misdemeanor.

9.24.090 - Public trespass—Policy.¶
The public safety is declared to require certain property owned or controlled by the city to be protected by preventing the intrusion thereon of idle, curious or malicious persons and of persons whose presence thereon is not necessary and by prohibiting the driving of any automobile or other vehicle thereon.

9.24.100 - Declaration of fire hazard.¶
The city council is authorized to designate from time to time by resolution adopted at any regular meeting thereof, such property owned or controlled by the city, as may in the opinion of the city council, constitute a fire hazard to the city or any mountainous area adjacent to the city, or otherwise endanger the public safety by the intrusion upon such property of any idle, curious or malicious persons and of persons whose presence thereon is not necessary, or by the driving of any automobile or other vehicle thereon, or any or all thereof.

9.24.110 - Posting of signs.¶
A. Upon the passage of any such resolution prohibiting any or all of the above acts or things, the city council shall order the street superintendent to post or cause to be posted at any entrance to such property and at intervals of not more than three hundred feet around the exterior boundaries of such property, substantial signs not less than one square foot in area displaying prominently thereon in addition to such other information as the city council may deem desirable, in legible letters not less than three inches in height, the words "Trespassing or Loitering upon this Property or Driving any Automobile or Other Vehicle Thereon is Forbidden by Law," or such words as may be appropriate in view of the resolution adopted prohibiting any or all of the acts and things hereinabove specified.
B. The posted boundary of any property so designated shall be a line running from sign to sign, and such line need not conform to the legal boundary or legal description of any lot, parcel or acreage of land.

9.24.120 - Trespassing prohibited where signs posted by city.¶
A. When any such property is posted as provided in this chapter, it is unlawful for any person to enter upon, remain upon, or drive or operate any motor vehicle or other vehicle upon such posted property, or any portion thereof.
B. This chapter does not apply to any entry upon any property so posted in the course of duty of any peace officer, or employee of the city, or any employee, of the United States Forest Service.
C. Every person who tears down, defaces or destroys or cause to be torn down, defaced or destroyed, any sign placed or posted under the provisions of this chapter, without the consent of the city, is guilty of a misdemeanor.

9.24.130 - Use and operation of city public libraries.¶
A. Adoption by Resolution. The city library board of trustees may, by resolution, adopt rules and regulations governing the use and operation of city libraries and public spaces associated with such libraries.
B. Penalties and Enforcement. Copies of such rules and regulations shall be made available at each city library, and violation shall constitute a misdemeanor, except that skateboarding and bicycling violations and other violations identified in the resolution referenced in subsection A of this section shall be prosecuted as infractions and be subject to the penalties provided in Section 1.12.010 of this code. Any person violating any of the rules and regulations adopted by the city library board of trustees shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of the rules and regulations is committed, continued or permitted.
