10.50.010 - Appeals and calls for review.¶
Except as provided in Section 10.50.020, any resident may appeal, and any two council members may call for review, any decision of the city manager pursuant to this title pursuant to the procedure set forth in Chapter 17.66 of this code for review of a decision of the planning commission. For purposes of an appeal or call for review under this section, all references in Chapter 17.66 to the planning commission shall be deemed to refer to the city manager, all references to the director shall be deemed to refer to the city manager and all references to commission action or commission decision shall be deemed to refer to published notice of the subject decision.

10.50.020 - Decisions not subject to appeal, call for review or publication.¶
No city manager decision taken pursuant to Sections 10.12.020, 10.12.050, 10.24.090, 10.24.110, 10.24.230(H), or 10.36.020 shall be subject to appeal, call for review or publication.
