12.28.010 - Purpose.

The purpose of this chapter is to promote and protect the public safety, convenience, comfort, prosperity and general welfare of the city's residence by establishing requirements for naming of public and private roads, streets and highways in incorporated areas of the city in order to:

A. Allow for locating of principal access to dwellings and businesses rapidly and with certainty;

B. Allow for emergency vehicles to respond quickly to calls, expedite postal and other delivery services;

C. Eliminate confusion and error and enable customers and friends to locate principal access to business establishments and residents.

12.28.020 - Street name administrator designated.

A. All streets, whether public or private, whether dedicated or not, shall be named or renamed pursuant to this chapter and such streets shall be known by the names assigned. The director of the department of planning, or his or her designee, shall serve as a street name administrator (administrator) and shall ensure implementation of this chapter. The administrator shall proceed with a program to officially name all existing streets for which no name has been officially assigned, shall be responsible for officially naming all newly created streets and shall effect name changes where required by provisions of this chapter.

B. In performing duties required by this chapter, the administrator shall provide and maintain necessary standards to effect this chapter and the orderly and efficient management of the city street name program, including, but not limited to:

C. Standards for petitions, notification of proposed and new street names, posting for public hearings, maintenance of a city street index, and standards for name selection and street identification signs and signing for street limitations.

12.28.030 - Naming of city streets—Notice and hearing on adoption of name or change of name.

Any city street may be officially named or renamed upon petition of two-thirds of the owners of each parcel adjacent to and served by the street or by recommendation of the administrator.

A. A petition for naming or renaming a city street shall be reviewed by the administrator for its compliance with this chapter including street name standards, upon which the administrator shall make a recommendation within thirty (30) days after receipt of a valid petition. In case of an existing unnamed city street where no written protest has been received, the administrator may determine no hearing is necessary and authorize the naming of the street pursuant to Section 12.28.040(B).

Upon the administrator's recommendation for a hearing on a petition, the matter shall be set for public hearing before the city council. In absence of a petition, the administrator may also provide a recommendation pursuant to this chapter and then set a public hearing before the city council. The administrator may elect to schedule a public hearing before the planning commission prior to setting a hearing before the city council.

B. Notice of the public hearing shall be given by posted notice in at least three roadside locations within view of the street. Such posting shall be completed at least ten days prior to the date of the public hearing.

C. Fees for processing street name requests for renaming of streets shall be in accordance with those set by the city council.

12.28.040 - Naming of streets without hearing or notice.

Existing and new city and private streets which have not been officially named are to be named according to one of the following procedures:

A. Any existing city or private street within the incorporated area of the city which has not been officially named by the city council may be officially named upon recommendation by the administrator and by motion of the council and without any resolution, hearing or notice. Such naming shall be by an order duly made and entered in the minutes of the council. Thereafter the street shall be known by the name thus designated.

B. Upon making a determination that no public hearing is necessary pursuant to Section 12.28.030(A), the administrator shall take action to approve a petition for naming a previously unnamed city street, after which the street shall be known by the name on the petition.

C. A petition for naming or renaming a private street may be submitted to the administrator if it contains at least two-thirds of the owners of each parcel adjacent to and served by the private street. The administrator shall review the petition for compliance with the city's street naming standards and make a determination of approval or disapproval of the proposed street name within thirty (30) days. Upon the administrator's approval, the street shall be known by the name of the petition.

D. All unnamed streets which are newly created as a result of satisfied conditions of a land division map pursuant to the Subdivision Map Act shall be officially named by the administrator consistent with the conditions of the approved map.

12.28.050 - Unlawful acts.

No person shall mark, deface or alter any city street or private street sign which has been officially named pursuant to this chapter. No person shall mark or post any sign for any officially named street with any name other than the approved official name.
