12.08.010 - Authorization for fees and charges.

This chapter provides for rates, fees and charges which may be charged and collected for the use of or admittance to the city's parks and facilities.

12.08.020 - Fees generally.

To assist in providing for and maintaining public parks, playgrounds, and facilities in the city areas, the following user fees are established as provided in this chapter.

12.08.030 - Fees—Collection.

Fees shall be collected from any league, group, or individual using the city facility or parks at a time specified under the use agreement.

12.08.040 - Fees—Establishment—Basis.

Organizational fees shall be established and adopted by the city council by resolution following review and recommendation of the park and recreation advisory commission, and shall be based upon the wholesale cost of utilities, trash disposal, and other terms as specified in the use agreement.

12.08.050 - Groups holding large, day-long activities—Park employee attendance requirements.

It may be required that any group or groups using a city park or facility for a large, day-long activity, have in attendance one or more public works employees of the city. The group or groups using the park facilities for the day shall deposit with the city an amount equal to the estimated employee's wages and benefits provided that a reconciliation of costs will occur at the conclusion of the event with any excess deposit amount to be returned to the user or any unpaid portion of the employee's cost to be paid by the user.

12.08.060 - Exemptions.

A. The city council following review and recommendation by the park and recreation advisory commission shall determine exemptions at its discretion.

B. Nonprofit Community-Oriented. The city council reserves the right to exempt nonprofit, nonpolitical use of the facilities from fees and charges.

12.08.070 - Reciprocal agreements.

This is no charge to nonprofit political entities providing service within the city if reciprocal agreement is recommended by parks and recreation citizens' advisory commission and approved by the city council.

12.08.080 - Disposition of fees and charges.

Fees and charges collected through this chapter shall be used for park and facilities costs.
