8.10.010 - Finding and purpose.¶
The city council finds and declares that the streets and public areas within the city should be readily accessible and available to residents and the public at large. The use of these areas for camping purposes or storage of personal property interferes with the rights of others to use the areas for which they were intended. Such activity can constitute a public health and safety hazard which adversely impacts neighborhoods and commercial areas. Camping on private property without the consent of the owner, proper sanitary measures and for other than a minimal duration adversely affects private property rights as well as public health, safety, and welfare of the city. The purpose of this chapter is to maintain streets, parks and other public and private areas within the city in a clean, sanitary and accessible condition and to adequately protect the health, safety and public welfare of the community, while recognizing that, subject to reasonable conditions, camping and camp facilities associated with special events can be beneficial to the cultural and educational climate in the city. Nothing in this chapter is intended to interfere with otherwise lawful and ordinary uses of public or private property.

8.10.020 - Camp defined.¶
As used herein, "camp" shall mean an outdoor location or vehicle used for eating, cooking, or sleeping, and includes, but is not limited to:
A. The use of camping facilities such as tents, tarpaulins, or temporary shelters or makeshift structures;
B. The use of sleeping bags, cots, beds, or hammocks;
C. The use of park benches, recreation equipment or similar structures;
D. The use of any parked vehicle, including an automobile, bus, truck, camper, trailer, or recreational vehicle; or
E. The use of any outdoor place for storage of personal belongings evidencing an intent to eat, cook or sleep, or otherwise use such place for living accommodation purposes.

8.10.030 - Unlawful camping.¶
It is unlawful and a public nuisance for any person to sleep or camp, to occupy camp facilities, or use camp paraphernalia in the following areas:
A. In or on any public right-of-way, including any street, alley, roadway, easement, median, irrigation canal, or embankment;
B. In or on any public park or trail or upon the grounds of any public facility or property, whether improved or unimproved;
C. Private unimproved property;
D. Upon any lot with a single family residence, except when used by property owner or with the property owner's permission, and such use is no longer than seven days in a calendar year provided, however, that;
Any recreational vehicle or trailer coach to which is attached to any rigid water, gas, sewer pipe or electrical service outlet from a single family residence or an accessory building is prohibited unless a permitted exterior outlet of up to fifty (50) amps has been provided;
Any recreational vehicle or trailer coach connected to a generator may be run only between the hours of 7:00 a.m.—10:00 p.m.
E. The city manager may, in his or her discretion, issue a permit to establish, maintain and operate a camp or a camp facility in connection with a special event. A special event is intended to include, but not be limited to, programs operated by the departments of the city, youth or school events, marathons or other sporting events and scouting activities. The city manager may consult with various city departments, the health officer and the public prior to issuing any temporary permit. Each department or person consulted may provide comments regarding any health, safety or public welfare concerns and provide recommendations pertaining to the issuance, denial or conditioning of the permit. In exercising his or her discretion to issue a temporary permit, the city manager may consider any facts or evidence bearing on the sanitary, health, safety and welfare conditions on or surrounding the area or tract of land upon which the proposed temporary camp or camp facility is to be located.
F. The city manager is further empowered to ascertain that the operation or maintenance of any camp or camp facilities to which a temporary permit shall apply will in no way jeopardize the public health, safety or welfare and for this purpose may make additional rules and regulations pertaining to their establishment, operation or conduct. The city manager may also impose conditions on the establishment, maintenance and operation of the camp or camp facility, including, but not limited to, security, sanitation facilities, the number of occupants, posting of bonds or deposits, insurance, quiet hours, duration of the permit, and permitted activities on the premises. When the city manager shall issue any permit under the terms of Section 8.10.050 of this chapter, the same may be revoked at any time thereafter by the city manager if the city manager becomes satisfied that the maintenance or continuing operation of the camp or camp facilities is adverse to the public health, safety and welfare.
G. Nothing herein is intended to prohibit the temporary emergency use of a mobile home per Section 17.81.030(I) of this Code.
The enforcement officer will endeavor to elicit voluntary compliance.

8.10.040 - Sewage disposal.¶
It is unlawful to permit any waste or gray water to be deposited upon the surface of the ground. No recreational vehicle or trailer coach may be connected to a sewer system, covered or uncovered cesspool or septic tank. A violation of any of the provisions of this section shall constitute an infraction, punishable as set forth in Chapter 1.17 of this Code.

8.10.050 - Renting trailer prohibited.¶
It is unlawful for any person to rent or hold out for rent for habitation any recreational vehicle or trailer coach except as provided in Section 17.88.160 of this Code.
