8.04.010 - Finding and purpose.¶
The city council finds and declares that the public health, safety, and welfare require the regulation of refuse collection and disposal within the city. "Refuse" is defined as all garbage, trash, paper, rubbish, ashes, industrial waste, demolition, construction waste, and "solid waste," as defined by the Public Resources Code of the state of California. The city council further finds that appropriate regulation of refuse collection and disposal will prevent indiscriminative dumping of refuse and will insure that all citizens of the city are provided with adequate refuse collection services and that refuse is disposed of appropriately.

8.04.020 - Permit required.¶
It is unlawful for any individual, firm or corporation to commercially collect, transport, or dispose of "refuse" for another for money or other consideration without first receiving a permit, contract and/or business license to do so issued by the city.

8.04.030 - Mandatory residential collection.¶
It shall be mandatory of all owners, occupants, or persons in possession, charge or control of a residential dwelling in the city to subscribe to, pay for, and receive city disposal service. Residential dwellings are all those units designed for single-family residential occupancy.

8.04.040 - Initiation of service.¶
Refuse collection service will be initiated in conjunction with water, electric and wastewater service.

8.04.050 - Charges.¶
The city may, by resolution, fix the rates to be charged for the collection, removal and disposal of solid waste. All rules and regulations governing the collection of water, sewer, and electric bills shall be applicable to charges for services rendered under this chapter.
The bill for collection, removal and disposal of solid waste shall be combined with the bill for water, sewer and electric services. No one service charge may be paid separately from any other service charge. Failure to pay any portion of the bill for collection will result in the discontinuance of all water, sewer, and electric, and refuse disposal services.

8.04.060 - Billing and collection procedures.¶
All residential solid waste charges shall be payable to the city of Shasta Lake or its authorized agent for billing and collection. Collection shall be initiated pursuant to Section 13.04.400.

8.04.070 - Liability and collection.¶
Every person receiving services pursuant to this chapter shall be liable to the city for the services rendered. In addition, it is presumed that the occupant of any premises receiving services is acting for and on behalf of the owner of the premises and that the services rendered are a benefit to the premises. The charges for providing such services shall be collected as provided in Section 8.04.060 of this chapter, may be collected by personal action against the owner or occupant or be fore closure of a lien placed on the premises.

8.04.080 - Solid waste containers.¶
All solid waste to be collected shall be placed in containers that are either approved by the city or provided by the city. Where specifically designed automated refuse containers are either approved or provided by the city, only those containers shall be allowed.

8.04.090 - Placement and removal of containers.¶
Automated refuse containers shall be placed no further than two feet into the street and away from any obstruction that may interfere with the safe operation of the sanitation equipment. It is unlawful and shall be a public nuisance for any person owning, leasing, occupying or having charge or possession of any premises or property in the city to maintain such premises or property with the refuse container(s) stored in the public right-of-way, except on scheduled waste collection days.
Refuse containers will be removed from the street or public right-of-way, before sunset, on collection day. Containers left in the street or public right-of-way may be considered a public nuisance and the owner or occupier may be cited pursuant to Section 8.16.070.
