13.16.010 - Purpose and contents of provisions.¶
Title 13 of this code fixes rates for sewer service furnished by the city's sewer department, and provides rules and regulations governing the furnishing of sewer service by the city's sewer department.

13.16.020 - Reserved.¶
Editor's note— Ord. No. 12-228, § 1, adopted Sept. 4, 2012, repealed § 13.16.020, which pertained to general regulation no. 1 and sanitary code adopted and its derivation includes prior code § 13.04.020 and being amended during the 1998 codification.
13.16.030 - Biochemical oxygen demand (BOD).¶
"Biochemical oxygen demand (BOD)" means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at twenty (20) degrees centigrade, expressed in milligrams per liter.

13.16.040 - Building.¶
"Building" means any structure used for human habitation, or a place of business, recreation or other purposes.

13.16.050 - Building drain.¶
"Building drain" means that part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of the building and conveys it to the building sewer.

13.16.060 - Building sewer.¶
"Building sewer" means a sewer conveying materials from the premises of a user to a community sewer.

13.16.070 - Chemical oxygen demand (COD).¶
"Chemical oxygen demand (COD)" means the measure of the chemically decomposable material in domestic or industrial wastewater, as represented by the oxygen utilized as determined by the appropriate procedure described in "Standard Methods."

13.16.080 - Community sewer.¶
"Community sewer" means a sewer owned and operated by the city.

13.16.090 - Contractor.¶
"Contractor" means any contractor licensed by the state of California to enter into contracts for and perform the work of installing, repairing, replacing or relocating sewers under city jurisdiction, or the owner of private property doing his or her own house sewer work on his or her private property only.

13.16.100 - County.¶
"County" means the county of Shasta.

13.16.110 - City engineer.¶
"City engineer" means the engineer appointed by the city council to act directly or through authorized agents.

13.16.120 - City inspector.¶
"City inspector" means the inspector acting for the city council and appointed by the city council.

13.16.130 - Domestic sewage.¶
"Domestic sewage" means sewage from residences, businesses, buildings and institutions, as distinct from industrial waste.

13.16.140 - Industrial wastes.¶
"Industrial wastes" means the liquid wastes from industrial manufacturing processes, trade or business, as distinct from domestic sewage.

13.16.150 - Natural outlet.¶
"Natural outlet" means any outlet into a watercourse, pond, ditch, lake or other body of surface water or groundwater.

13.16.160 - pH.¶
"pH" means the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.

13.16.170 - Public sewer.¶
"Public sewer" means a sewer lying within a street or easement which is controlled by or under the jurisdiction of the city.

13.16.180 - Radioactive material.¶
"Radioactive material" means material containing chemical elements that spontaneously change their atomic structure by emitting any particles, rays or energy forms.

13.16.190 - Sanitary sewer.¶
"Sanitary sewer" means a sewer which carries sewage and to which stormwater, surface water and groundwater are not intentionally admitted.

13.16.200 - Sewage.¶
"Sewage" means a combination of the water-carried wastes from residences, business buildings, institutions, and industrial establishments.

13.16.210 - Sewage treatment plant.¶
"Sewage treatment plant" means any arrangement of devices and structures used for treating sewage.

13.16.220 - Sewage works.¶
"Sewage works" means all facilities for collecting, pumping, treating and disposing of sewage.

13.16.230 - Sewer.¶
"Sewer" means a pipe or conduit for carrying sewage.

13.16.240 - Single-family dwelling.¶
A "single-family dwelling" unit shall be a structure which is designed, improved or used as a residence for one family only and which is not designed, improved or used for any other purpose.

13.16.250 - Street.¶
"Street" means any public highway, road, street, avenue, alley, way, public place, public easement, or right-of-way.

13.16.260 - Storm drain.¶
"Storm drain" (sometimes termed "storm sewer") means a sewer which carries stormwater and surface water and drainage, but excludes sewage and industrial wastes other than unpolluted cooling water.

13.16.270 - Suspended solids.¶
"Suspended solids" means solids that either float on the surface of or are in suspension in water, sewage or other liquids, and which are removable by laboratory filtering.

13.16.280 - Watercourse.¶
"Watercourse" means a channel in which a flow of water occurs, either continuously or intermittently.
