8.60.010 - Definitions.¶
For the purposes of this chapter, the following definitions shall apply:
"Bicycle" means a device upon which any person may ride, propelled exclusively by human power through a belt, chain, or gears, and having one or more wheels.
"County property" means any property owned or leased by the county of Shasta for the purpose of providing county programs, services, and activities, or supporting the provision of programs, services, and activities, to residents of or visitors to Shasta County. For purposes of this chapter, "county property" does not include county roads, streets, or easements intended primarily for vehicle traffic.
"Operate" means to use, put into action, or cause to function. "Operate" does not include pushing a bicycle at a walking speed while unseated, nor pushing a scooter while walking alongside it at a walking speed.
"Peace officer" means all those persons defined as peace officers pursuant to state law.
"Person" means any natural individual.
"Roller skate" or "in-line skate" means a shoe or similar device worn on the foot that has wheels or a cylindrical device affixed to its sole and which enables the wearer to skate or propel oneself on sidewalks, streets, or other hard surfaces.
"Scooter" means a platform or footboard mounted between two wheels controlled by an upright steering handle which is propelled either by human power, or a motor attached for purposes of propulsion.
"Skateboard" means any board or platform device having at least two axles with wheels on each end of a style commonly occurring on roller skates, or any other similar device, such device intended to be ridden by a person who either propels himself or herself by pushing the platform forward and then riding upon it as it coasts, or by using a motor attached to the skateboard for purposes of propulsion.

8.60.020 - Prohibited activities.¶
It is unlawful for any person to ride, propel, or in any manner operate, or cause to be operated, a bicycle, skateboard, scooter, roller skate, in-line skate, or similar device upon the parking surfaces, driveways, sidewalks, and grounds of county property. This prohibition shall not apply to any disabled person utilizing a wheelchair or other device to assist mobility, nor to any peace officer while on duty.

8.60.030 - Placement and maintenance of signs.¶
The director of public works, at the direction of the chief executive officer, shall place and maintain signs giving reasonable notice of the activities prohibited by this chapter. The provisions of this chapter are not effective until such signs are in place.

8.60.040 - Penalties; strict liability.¶
A. A violation of Section 8.60.020 of this chapter shall be punishable as provided in Chapter 1.08 of this code.
B. This chapter is a regulatory provision necessary for the protection of the public health, welfare, and safety. In any criminal proceeding for a violation of Section 8.60.020 of this chapter, it is not necessary to prove knowledge or criminal intent, nor that the defendant actually saw a sign or signs placed pursuant to Section 8.60.030 of this chapter.
