3.08.010 - Institutions designated as depositories.¶
Any state or national bank or state or federal savings and loan associations located in the state are designated as repositories for all of, or part of, the funds of the city.

3.08.020 - Salary and wage fund.¶
There is created a special revolving fund under the supervision of the director of finance or city treasurer, to be known as the salary and wage fund. Payment of salaries and wages to city officers and employees shall be made by check drawn or transfer made by the city treasurer or finance director against this fund as set forth in Section 3.08.030.

3.08.030 - Authorization to issue payroll checks.¶
Pursuant to Government Code Section 37206, and other applicable laws, the city treasurer or director of finance is authorized to prepare a biweekly payroll and issue checks against the salary and wage fund for the payment of all salaries and wages to the officers and employees of the city, as such salaries and wages are authorized by a duly approved city budget, or otherwise by resolution or order of the city council.

3.08.050 - Ratification of payroll.¶
Each payroll of city officers and employees shall be presented to the city council for ratification and approval at the first meeting held after the delivery of payroll checks. Upon such ratification and approval, a warrant or transfer of funds in the amount of such paid and approved payroll shall be ordered drawn on the general fund to reimburse the salary and wage fund.

3.08.060 - City attorney retainer.¶
The monthly retainer for the city attorney shall not be paid pursuant to the foregoing but shall be paid out of the general fund once a month at the first meeting of each month.
