13.04.290 - Prohibited private disposal systems—Exemptions.

No person shall construct or maintain any privy, privy vault, septic tank, cesspool or other facility intended or used for the disposal of sewage. The manager shall be empowered to grant exceptions to these provisions by making written findings that sanitary sewer mains or submains cannot reasonably be extended to the subject property and that the subject property meets all city, county and/or state regulations and recommendations for individual sewage disposal systems.

13.04.295 - Prohibited private disposal systems—Appeal.

If any person is dissatisfied with the decision of the manager, such person may within ten days appeal the decision in writing to the city manager. Thereafter, within thirty days of receipt of the appeal the city manager shall hear the appeal. Such appeals shall be accompanied by a filing fee, if any, as set by resolution of the council and shall set forth specifically the grounds of the appeal. The decision of the city manager shall be final.
