§ 2-2.101. Appointments.

Members of each commission and board shall be appointed by the affirmative votes of not less than three members of the Council and shall be resident electors of the City, except as otherwise set forth in this chapter.

§ 2-2.102. Terms of office.

Each member of a City Council appointed committee or commission shall serve for a two-year term. The terms of such membership shall expire on January 31st of the designated expiration year, notwithstanding the expiration of the term of a membership to a committee or commission, such member shall continue to serve as such until their successor is appointed and qualified.

Each member of a committee or commission holding office on November 4, 2008, shall continue to hold office for the term for which they were appointed until January 31, 2009; provided, however, the provisions of this chapter are not amended, nor are in conflict with provision of this chapter, which shall control and govern such continuance in office.

§ 2-2.103. Vacancies: Appointments: Exceptions.

Whenever a vacancy shall occur on any commission or board, such vacancy shall be filled as set forth in Section 2-2.101 of this article. Where a vacancy shall occur leaving an unexpired term, the subsequent appointment shall be made for the balance of such unexpired term.

Except for the removal of a commission or board member, as set forth in Section 2-2.104 of this article, or vacancies due to absences, as set forth in Section 2-2.105 of this article, notwithstanding the expiration of the term of a commission or board member, such member shall continue to serve as such until his successor is appointed and qualified.

The provisions of this section shall not apply to City employees or elected officials appointed to a commission or board by virtue of their titles of office.

§ 2-2.104. Removal from office.

Any member of any commission or board may be removed from such office, with or without cause, at any time by the Council. No such removal shall be effective unless a motion to that effect made at a regular, adjourned regular, special, or adjourned special meeting is carried by the affirmative votes of not less than three members of the Council.

§ 2-2.105. Attendance standards.

The City Council shall, from time to time, set appropriate standards by Council policy for attendance at commission and board meetings.

§ 2-2.106. Compensation and expenses.

Each member of a commission or board shall be entitled to such compensation as may be set by the Council. Such members shall be entitled to reimbursement for expenses incurred in the performance of their official duties if such expenses are approved in advance by the Council.

§ 2-2.107. Meetings.

Except as otherwise expressly provided in this chapter, each commission and board shall establish the time and place of its regular meetings. All such meetings shall be conducted in accordance with the provisions of the Ralph M. Brown Act. Each commission and board shall adopt rules for the transaction of its business and shall keep a record of its proceedings, which record shall be open for inspection by any member of the public.

§ 2-2.108. Officers.

The City Manager shall designate the secretary of each commission and board. He shall provide appropriate clerical assistance for each commission and board and shall be responsible for the maintenance of all its permanent records.

§ 2-2.109. Expenditures.

No commission or board shall have any authority to expend, or authorize the expenditure of, public funds, except with the prior express approval of the Council.

Membership on City Council appointed commissions and boards shall be established by Resolution of the City Council.
