The Airport Master Plan is intended to promote orderly management and development of the airport. The adopted Airport Master Plan shall serve as the basis for development of the airport. (Ord. 25529.)
25.02.020 Components of the airport master plan. ¶
The Airport Master Plan shall consist of text and diagrams, and may contain, but is not limited to, parts which describe goals and objectives, inventory, forecasts, airport capacity, facility requirements, development alternatives, potential sources of funding, and an implementation program for the selected alternative.

25.02.200 Advisory recommendation on the airport master plan. ¶
- A. During the formulation of the Airport Master Plan, maximum coordination and public input shall be encouraged and shall include con-
sultation with public officials and agencies, airlines as well as other airport users and service providers, civic, professional, educational and other organizations, and citizens.
B. The airport commission and the planning commission shall each have an opportunity to review the master plan and make advisory recommendations prior to the consideration of the plan by the city council. The city council may refer the Airport Master Plan to such other commissions or advisory committees for advisory recommendations as the council deems desirable.
C. No advisory recommendation on the master plan may be made unless a draft or final environmental clearance of the plan in accordance with Title 21 of the code is also reviewed and considered by the advisory body.
D. Prior to making any recommendation on the Airport Master Plan to the city council, the airport commission and the planning commission shall review the proposed Airport Master Plan at a duly noticed public meeting.
E. The airport commission and the planning commission shall make their respective recommendation(s) within sixty days of a referral to the commission by the city council or the director. Failure of the airport commission or the planning commission to act within the time period specified shall not preclude the city council from adopting a master plan.

25.02.210 Referral to airport land use commission. ¶
Prior to submitting any proposed Airport Master Plan to the city council for adoption, the director shall refer the proposed Airport Master Plan to the Airport Land Use Commission (ALUC) for its review and consideration in accordance with applicable state law. (Ord. 25529.)
25.02.220 Hearing by city council. ¶
- A. Following the receipt of recommendation(s), if any, from the director, the airport commis-

sion, the planning commission, the Airport Land Use Commission, and such other commissions as the city council may deem desirable, and prior to adopting the Airport Master Plan, the city council shall hold at least one public hearing thereon.
B. The city clerk shall give notice of the time and place of the hearing by one publication in a newspaper of general circulation in the city at least twenty days before the date set for hearing.

25.02.230 Adoption of the airport master plan. ¶
The Airport Master Plan shall be adopted by resolution of the city council.

AMENDMENT PROCESS

25.02.300 Amendment of the airport master plan. ¶
A. The Airport Master Plan may be amended whenever the city council determines that:
The goals, policies, principles or objectives of the Airport Master Plan should be updated, modified or revised; or
Revisions to the Airport Master Plan are necessary due to changed circumstances; or
Expansion of the Airport Master Plan is necessary to incorporate components consistent with, but not addressed in, the plan; or
Proposed capital improvement projects are not expressly or implicitly incorporated into, or consistent with, the Airport Master Plan.
B. A major amendment to the Airport Master Plan is an amendment which, if adopted, would alter or revise the development goals, policies, principles or objectives applicable to the airport, or would potentially increase the design capacity of airport facilities to accommodate the total projected numbers of passengers, or the projected numbers of aircraft operations for any segment of aircraft activity, upon which projections the plan is based. A major amendment shall only be adopted after the conducting of public meetings and hearings as set forth in Sections 25.02.310 and 25.02.320 below.
C. A minor amendment to the Airport Master Plan is an amendment which, if adopted, would not, in any way, potentially increase the design capacity of airport facilities to accommodate the total projected numbers of passengers, or the projected numbers of aircraft operations for any segment of aircraft activity, upon which projections the plan is based, nor modify any noise impact boundaries beyond those noise impact boundaries projected in the environmental clearance for the plan, and would be consistent with the overall development goals and policies in such plan. A minor amendment may be adopted in accordance with Section 25.02.330 below.
D. Amendments to the Airport Master Plan may be initiated by either the city council or the director.

25.02.310 Consideration by commissions. ¶
- A. The airport commission and the planning commission shall each have an opportunity to review the proposed major amendment and provide advisory recommendations to the city council prior to a hearing by the city council on the proposed major amendment to the Airport Master Plan.

B. The airport commission and the planning commission shall each hold at least one duly noticed public meeting on a proposed major amendment prior to making their respective recommendations to the city council.
C. The airport commission and the planning commission shall make recommendations, if any, within sixty days of the referral to the commissions. Failure of the airport commission or the planning commission to act within the time period specified shall not preclude the city council from adopting a proposed major amendment.

25.02.320 Major amendment hearing - City council. ¶
A. The city council shall hold a public hearing to consider any proposed major amendment to the Airport Master Plan.
B. The city clerk shall give notice of the time and place of the hearing by one publication in a newspaper of general circulation in the city at least twenty days before the date set for hearing.
C. The city council may, in its discretion, approve a proposed major amendment to the Airport Master Plan if it makes a finding that the proposed revisions or modifications to the Airport Master Plan are in the public interest.
D. Any major amendment to the Airport Master Plan shall be adopted by resolution of the city council.

25.02.330 Minor amendments. ¶
A. The city council may, in its discretion, approve minor amendments to the Airport Master Plan to address proposed capital improvement projects which are not expressly or implicitly incorporated into the Airport Master Plan, but which are otherwise consistent with the overall goals and policies of the Airport Master Plan.
B. The city council shall consider a proposed minor amendment to the Airport Master Plan at a public meeting.
C. The city council may, in its discretion, approve a minor amendment to the Airport Master Plan if it finds:
The proposed minor amendment would not, in any way, potentially increase the design capacity of facilities to accommodate either the total projected numbers of passengers, or the projected numbers of aircraft operations for any segment of aircraft activity, in the Airport Master Plan, beyond the design capacity of the facilities contained in such plan, nor modify noise impact boundaries beyond those noise impact boundaries projected in the environmental clearance for the plan; and in addition
The proposed minor amendment is otherwise consistent with the overall development goals and policies of the Airport Master Plan; or
The proposed minor amendment is necessary for the public health and safety, and is otherwise consistent with the Airport Master Plan.
D. Any minor amendment to the Airport Master Plan shall be adopted by resolution of the city council.
