F-2000 - COMPENSATION.

The Board of Supervisors finds and determines that officers and employees of this District should receive the same compensation, including fringe benefits, as do officers and employees of the County of San Joaquin occupying equivalent positions.

The Board further finds and determines that because the District is a separate legal entity from the County of San Joaquin, in order to maintain equality of compensation between District and County employees; it has previously been necessary for this Board of Supervisors to amend its ordinances regulating the compensation of District officers and employees each time the County's Salary Ordinance is amended.

The Board further finds and determines that it is desirable for the San Joaquin County Flood Control and Water Conservation District to adopt once and for all the provisions of the County Salary Ordinance, as well as all future amendments thereto, so that it will be unnecessary to amend District ordinances each time the County Salary Ordinance is revised.

F-2001 - SALARY ORDINANCE.

The Board of Supervisors adopts San Joaquin County Ordinance No. 1284, adopted November 30, 1965, entitled "The Salary Ordinance" as the ordinance governing the compensation, including overtime compensation, fringe benefits, and all other aspects of employment covered by Ordinance No. 1284. In addition, the Board adopts all amendments to Ordinance No. 1284 including, but not limited to, County Ordinance No. 1387 adopted January 31, 1967. Officers and employees of this District shall be compensated and otherwise governed in accordance with said ordinance in the same manner as though they were employees of the County of San Joaquin.

F-2002 - FUTURE COMPENSATION PROVISIONS.

This Board of Supervisors further adopts any additional amendments to County Ordinance No. 1284 which may be adopted in the future by the County of San Joaquin with respect to the compensation of its officers and employees. In adopting this section the Board of Supervisors intends to make all future revisions of the County Salary Ordinance applicable to officers and employees of this District without the necessity of this Board of Supervisors formally adopting an ordinance each time the County of San Joaquin does so.

F-2003 - DEFINITIONS.

In the application of the provisions of County Ordinance No. 1284 and any amendments thereto, the terms "Board of Supervisors" or "Board" mean the Board of Supervisors of this District, and the terms "County" or "County of San Joaquin" mean the San Joaquin County Flood Control and Water Conservation District.

F-2004 - DUTIES.

The County Auditor-Controller, the County Administrator, the County Personnel Director, and all other County officials delegated functions or duties by the provisions of County Ordinance No. 1284 or any amendments thereto shall perform such functions or duties with respect to officers and employees of this District in the same manner and to the same extent as though such officers and employees were County employees.

F-2005 - COUNTY ORDINANCE SUPERSEDES.

District Ordinance No. 3-F and all other ordinances or parts of ordinances in conflict with this chapter are repealed. Notwithstanding the foregoing, all salaries and salary ranges of the District in effect on the date the ordinance codified in this chapter becomes effective shall remain in effect until changed by resolution pursuant to Section 7 of County Ordinance No. 1284.

F-2006 - DECLARATION OF PRESENT LAW.

The Board of Supervisors declares that this chapter is a mere restatement of present law and makes no substantive change therein. This chapter therefore shall have both prospective and retrospective effect.
