[REPEALED.] No permittee may change or replace existing machinery or equipment or install additional machinery or equipment in any building or premises for which a permit has been previously issued under the provisions of Section 354 of this Article without first having obtained a certificate of approval therefor from the Director of Public Health. No certificate of approval shall be granted except upon satisfactory evidence that such change, replacement or installation is in compliance with the conditions and requirements set forth in subdivision (a) of Section 354 for the original issuance of a permit for the laundry operation.
