Sec. 58-26. - Definitions.¶
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Peddler shall mean any person, traveling by foot, automotive vehicle, or any other type of conveyance from place to place, house to house, or from street to street carrying, conveying, or transporting goods, wares, merchandise, meats, fish, vegetables, fruits, garden truck, farm products, or prepared foods and offering and exposing the same for sale, or making sales and delivering articles to purchasers, or to any person who traveling from place to place, shall sell or offer for sale such merchandise from an automotive vehicle, or other vehicle or conveyance; or any person who solicits orders and as a separate transaction makes deliveries to purchaser. "Peddler" shall not include a person engaged in, conducting or carrying on the business of vending on a sidewalk, pursuant to a valid permit issued pursuant to article III of chapter 58 of this Code.
Person means and includes any person, firm or corporation, association, club, copartnership or society, or any other organization.

Sec. 58-27. - Exemptions.¶
This article shall not apply to the following:
(1) Any person distributing food products from house to house, on an established route, where a license has been issued under some other section of this Code.
(2) Any person performing services; delivering goods, wares or merchandise; or soliciting orders for such, when licensed under some other section of this Code.
(3) A commercial agent or salesman for a wholesale house or a person or firm selling any commodity or service to or soliciting orders from a fixed place of business when such agent or salesman is licensed under some other section of this Code.
(4) Any person delivering or soliciting orders for any commodities or services on behalf of any religious or nonprofit charitable, civic, fraternal or patriotic organization holding a permit issued by the city to do so.
(5) Blind persons, when blindness has been certified by the state's department of rehabilitation and who has filed a certificate as to such blindness with the police chief.
(6) Activities for which a permit is issued under article III of chapter 58 of this Code.

Sec. 58-28. - Unlawful acts.¶
It shall be unlawful for any peddler or any person pretending to be a peddler, for the purpose of peddling or soliciting or pretending to peddle or solicit, to ring the bell or knock at or on or in any building or entrance thereto whereon there is painted, affixed or otherwise displayed to public view any visible sign containing any or all of the phrases "no peddlers permitted," "no solicitors permitted," "no agents permitted," or phrases or words which otherwise purport to prohibit or indicate objection of the occupant to peddling or soliciting on the premises or to attempt to gain admittance thereto, unless such person has been requested or invited to do so by the owner or occupant of such premises.
