Sec. 30-91. - Required; application; fee.

(a) No person shall install or cause to be installed or used, maintain or possess an alarm system on any business or residential premises owned or in the possession or control of such person within the city without first having obtained an alarm permit from the chief of police in accordance with this division.

(b) The application for an alarm permit shall be filed with the chief of police, together with a fee for the alarm permit as established by resolution of the city council. The chief of police shall prescribe the form of the application and request such information as is necessary to evaluate and act upon the permit application. The application shall include the address of the premises where the system is to be located and the name, address and telephone number of the applicant and the person who will render service or repairs during any hour of the day or night.

Sec. 30-92. - Change of application information.

Whenever any change occurs relating to the written information as may be required in section 30-91, the permit holder or his designee shall give written notice of such change to the chief of police within five working days.

Sec. 30-93. - Grounds for suspension or revocation.

If at any time it shall come to the attention of the chief of police that the holder of an alarm permit issued under this division has violated any section of this article or any rules or regulations made pursuant to this article, including but not limited to false alarms which exceed the numbers permitted pursuant to section 30-32 of this article, or has failed or refused to pay the false alarm prevention payment fee as provided in section 30-32, the chief of police may suspend or revoke the permit. If an alarm permit is to be suspended or revoked, as provided in this section, the chief of police shall notify the holder of the permit in writing of his intention to revoke such permit 72 hours before the effective hour of the suspension or revocation.

Sec. 30-94. - Appeal of suspension or revocation.

Any alarm user aggrieved by the decision of the chief of police to suspend or revoke the permit issued pursuant to this division may appeal to the city council.
