§ 10.20.010. Accumulations prohibited.¶
No person owning, occupying or in charge of any premises in the city shall permit any garbage or rubbish to be, remain, or accumulate on any such premises for any period longer than one week.

§ 10.20.020. Receptacles.¶
It is the duty of every person owning, occupying or in charge of any premises in the city to cause all garbage and rubbish on such premises to be kept at all times pending disposal thereof in watertight receptacles, tightly covered by a watertight removable cover. Excessive amounts of inflammable rubbish may be kept, pending disposal thereof, in a suitable and accessible place on such premises and in such manner as to not be offensive to the senses and so as not to constitute a health or fire menace. All garbage consisting of offal, dead vegetable or animal substances subject to decay shall be first wrapped in some suitable covering, wrapping paper preferred, to prevent the leakage of the contents within any such receptacle.

§ 10.20.030. Permit to collect, transport—Required.¶
No person shall collect, transport, haul, carry, gather, or dispose of any garbage or rubbish in the city without first having obtained a permit in writing therefor from the city council.

§ 10.20.040. Permit to collect, transport—Issuance.¶
The city council may, in its discretion, provide for the issuance of permits required by Section 10.14.030 upon such conditions as it may in each case deem necessary for the preservation of the public health, welfare, and safety.

§ 10.20.050. Authority of city to contract for garbage collection services.¶
A. The city council may provide for the issuance of an exclusive permanent contract for the collection of garbage and rubbish within the city in the manner and upon the terms set forth in this chapter.
B. Any person or firm to whom the city council shall grant a contract for the collection, hauling, gathering, and disposing of garbage and rubbish in the city shall be designated the official scavenger and garbage collector of the city.
C. Every person owning, occupying or in charge of any premises in the city shall, notwithstanding any other provisions of this chapter, engage such official scavenger and garbage collector for the collection and disposal of all garbage accumulating, retaining or existing upon any such premises.
D. The city council may from time to time make such arrangements as may seem proper with the official scavenger and garbage collector for the collection by the city or its agents of periodic garbage bills; provided, that in no event shall the city assume any responsibility or liability for the noncollection of any amount due, nor for any other act or omission of such scavenger and garbage collector in and during the collection of garbage and rubbish.

§ 10.20.060. Collection regulations.¶
A. Garbage and rubbish shall be hauled or carried only in watertight containers or in watertight vehicles with a lined bed and tailgate, completely covered at all times with a waterproof cover. Such cover shall extend completely over the top of such vehicle and shall overlap both sides and both ends thereof, in its fully loaded condition, at least twelve inches.
B. All such vehicles and containers shall be steam cleaned or otherwise disinfected and inspected once a week to the satisfaction of the city manager.
C. No garbage or rubbish collected within the city shall be burned, buried, fed to cattle, hogs, or other livestock or otherwise disposed of within one mile outside of the city limits.

§ 10.20.070. Dumping prohibited where.¶
A. No person shall dump or place or cause to be dumped or placed or expose or cause or permit to be exposed upon the surface of any vacant lot, public street, or place within the city any garbage or rubbish of any kind or character whatsoever, nor upon the rights of way of any firm, corporation or private or public utility company, without having first obtained the owner's written permission, any garbage, rubbish, trash or other materials of any kind or character whatsoever, including abandoned motor vehicles.
B. The official scavenger and garbage collector of the city may from time to time place debris boxes on city streets when for the convenience of the property owner a building is being remodeled or razed. The debris box shall have four-inch by one-foot long reflectorized tape in alternate red and white colors placed along both the entire left edge and top edge of the debris box on both ends. The name, address, and telephone number of the owner of the debris box shall be painted on the side, front, and rear with lettering no less than two inches high.

§ 10.20.080. Burning or burying garbage and rubbish.¶
A. No person shall cause any garbage or rubbish originating within the city to be buried, burned, or otherwise disposed of anywhere within the city, or at any point within a mile of the city limits.
B. Permission for the burning of inflammable rubbish may in specific cases be granted jointly by the city manager and the fire chief.

§ 10.20.090. Enforcement.¶
A. The collection, removal, hauling, disposal and keeping together of garbage and rubbish shall at all times be under the control and direction of the city manager.
B. The city manager shall have authority from time to time to make and enforce such additional regulations not in conflict with this chapter or with general law respecting the collecting, removal, hauling, disposal and keeping of garbage and rubbish in the city as he or she may deem necessary or advisable for the preservation of the public health and safety.
