§ 10.14.010. (Reserved)¶
§ 10.14.020. Liability for water service.¶
All applicants for water service shall be liable for service billing from the date service commences to the date a written request has been made for discontinuance of service.

§ 10.14.030. Resale by consumer prohibited.¶
No water purchased from the city shall be resold by the consumer.

§ 10.14.040. Collection and deposit of water charges.¶
The director of finance shall deposit with the city treasurer all money and credits received from the operation of the water department. The director of finance shall furnish the city treasurer a complete accounting therefor.

§ 10.14.050. Water fund—Established—Accumulation of funds.¶
There is established a water fund into which the director of finance shall deposit all water department receipts. The water fund shall constitute the operating fund for the water department.

§ 10.14.060. Water replacement and depreciation fund—Established—Accumulation of funds.¶
A water fund to be designated water replacement and depreciation fund is established. Such fund is to provide money for the enlargement of and additions to the municipal water system.

§ 10.14.070. Operation and administration of the water department.¶
A. The city manager shall be responsible for the operation of the water department and shall have administrative control over its operation.
B. Rules and regulations governing the operation of the water department shall be promulgated by the city manager. Such rules and regulations shall be in full force and effect upon approval by the city council.

§ 10.14.080. Supervision of installations, repairs, etc.¶
No major alterations, additions, or repairs in the water supply system shall be made except as designated by the director of public works. The director of public works or his or her subordinate, as directed by the director of public works, shall supervise all installations or alterations, and keep an up-to-date record of all water installations. The locations of valves, pumps, and reservoirs, and all other facilities shall be properly identified thereon.

§ 10.14.090. Records and reports of water department.¶
All records relating to money due and payable by the water department shall be kept by the director of finance. The director of finance or his or her subordinate, as directed by the director of finance, shall maintain a record of all water department capital assets and depreciation chargeable thereto, shall issue an annual statement of operations and a balance sheet reflecting the assets and liabilities of the water supply system, and shall enforce collection of all money due the water department.

§ 10.14.100. Audit.¶
An independent audit of the municipal water system shall be conducted each fiscal year in conjunction with the annual audit of all city finances. Such audit reports shall be filed with the city clerk and shall be made a public record.

§ 10.14.110. Prohibited conduct—Penalty.¶
A. It shall be an infraction for any person to commit, authorize, or attempt any of the following acts:
To divert, or cause to be diverted, water service provided by the city of San Bruno in such a manner as to not be registered upon a water meter;
To make, or cause to be made any connection or reconnection to water service without the authorization or consent of the city of San Bruno;
To prevent any water meter from accurately performing its measuring function by tampering or by other means;
To tamper with any property owned by the city of San Bruno for the provision of water service.
B. In addition to criminal penalties for the above proscribed acts, the city of San Bruno may alternatively:
Discontinue water service to any premises found to be violating any of the above acts;
Seek civil damages, penalties and costs pursuant to California Civil Code Sections 1882 et seq.
