§ 1.20.010. Generally.¶
The holidays of the city shall be as designated in the various memoranda of understanding between the city and the various employee organizations as approved by resolution of the city council. The city manager shall determine the facilities which are to be closed to the public on holidays, or operated with reduced staffing, or closed during specified hours.

§ 1.20.020. Days appointed by president or governor.¶
A. A day appointed by the President of the United States or by the governor of the state for a public fast, thanksgiving, or holiday shall only be deemed to be a holiday for the city pursuant to this chapter if so designated by the city council or the city manager.
B. The designation of any such day as a holiday shall not entitle any person working on such day to any additional compensation or benefits or additional time off beyond that to which he or she would be entitled for a normal working day unless provision therefor is expressly made in a memorandum of understanding approved by the city council.
