Sec. 30-90. - Purpose.

The purpose of this article is to provide a uniform procedure for establishing and changing street names and numbers.

Sec. 30-91. - Street naming committee—Structure.

(a) There is hereby established a street naming committee for the city, which may also be referred to in this article as the committee.

(b) The following persons shall be members of the street naming committee:

(1) The director of community development or his/her designated representative;

(2) The director of public works or his/her designated representative;

(3) The police chief or his/her designated representative;

(4) The fire chief or his/her designated representative;

(c) The director of public works or his/her designated representative shall act as chairman of the committee. The chairman shall call meetings as required by pending business, preside at meetings, keep appropriate records, and shall see that necessary correspondence, reports and recommendations are forwarded to the planning commission and the city council, as appropriate.

(d) The chairman shall give written notice of committee meetings to the membership at least twenty-four hours before any meeting unless the committee adopts a regular meeting time, or unless a date and time certain for the next meeting was established at the previous meeting and absent members were given written notice of the scheduled meeting date.

(e) The presence of three members is necessary for the conduct of any committee business and action may be taken only by majority vote of the members present.

(f) Prior to presenting proposed street names to the committee, the chairman shall consult with and provide the proposed street names to the postmaster of the Salinas post office or his/her designee.

Sec. 30-92. - Street naming committee—Duties.

(a) The street naming committee shall consider names for all streets existing and proposed for the city. This duty will include, but not be limited to, giving names to new streets, changing names of existing streets to avoid duplication or similar sounding names and eliminating situations where there are several names for the same street. The committee may also consider the establishment of a street naming system (including street, avenue, drive, etc.)

(b) The committee shall assist the planning commission with the duty of passing on street names for new subdivisions as established in Chapter 31 of this Code. All other recommendations for street name changes shall be referred directly from the committee to the city council for action.

Sec. 30-94. - City council action.

(a) Within a reasonable time after committee recommendation and planning commission review, if required, the chairman of the street naming committee shall forward the actions and recommendations of the street naming committee and the planning commission to the city council for action.

(b) In the case of a proposed tentative map, approval of the proposed tentative map shall not be deemed as approval of the street names. Street names for new subdivisions shall be reviewed by the committee and presented to the city council for approval with the final map. Written notice of such public hearing shall be mailed at least ten days prior to the public hearing to owners and residents of property abutting the subdivision.

(c) When the committee recommends a street name change directly to the city council, the council shall hold a public hearing before taking action. Written notice of such public hearing shall be mailed at least ten days prior to the public hearing to owners and residents of property abutting the street at locations where street name changes are proposed.

(d) The city council shall make street name changes by resolution as authorized by California Government Code Section 34091.1.

Sec. 30-95. - Additional requirements and impacts of resolution adoption.

(a) Subdivision street names shall become effective upon recordation of an approved final map.

(b) Street name and numbering changes made by resolution shall become effective thirty days after passage of the city council resolution authorizing said changes.

(c) Director of public works shall assign street numbers as necessary, including but not limited to:

(1) Upon creation of new parcels following recordation of approved final map;

(2) Upon the adoption of a resolution authorizing a street name change;

(3) To resolve conflicts between existing address numbers and the official street numbering system;

(4) Upon new construction or demolition of a building at issuance of a building permit.

(d) The director of public works shall forward notification of newly adopted or changed street names or numbers to:

(1) The Monterey County board of supervisors, as required by Section 34092 of the California Government Code;

(2) Each agency represented on the street naming committee;

(3) Any other concerned agency upon request;

(e) The director of public works shall also ensure that city maps are amended to reflect street name and number changes.
