Sec. 30-19. - Repealed by Ordinance No. 1392 (NCS).¶
Sec. 30-20. - Permit—Required.¶
No person except employees of the city or persons under contract with the city or subcontractors of same shall construct any street pavement, tie-in pavement, sidewalk, curb, gutter or other work or improvement within, along, upon or under any of the streets, parkways or sidewalks of the city without first having applied for and received a written permit to do so from the superintendent of streets.

Sec. 30-21. - Same—Application.¶
Application for the permit required in this article shall be made in writing upon forms supplied for that purpose by the superintendent of streets.

Sec. 30-22. - Same—Conditions for issuance.¶
The superintendent of streets may grant a permit for any work for which application has been filed pursuant to this article, where, in the opinion of the superintendent, such work will not result in the creation of a hazard to public peace, health or safety and will not create or constitute a public nuisance.

Sec. 30-23. - Same—Bond may be required.¶
Before granting a permit under this article, the superintendent of streets may require the applicant to file with the department of public works a satisfactory bond payable to the city in such amount as the superintendent of streets shall deem sufficient, conditioned upon the proper compliance by the permittee with the provisions of this article, and further, to reimburse the city for any expense occasioned by failure of the permittee to repair any defect in the work occurring within two years from the completion of such work.

Sec. 30-24. - Same—Fee.¶
Before any permit is issued for doing work under this article, there shall be paid to the city such fees for engineering and inspection as shall from time to time be fixed by resolution of the city council.

Sec. 30-25. - Design to be approved by city engineer.¶
No design, grade, or line for any street pavement, tie-in pavement, sidewalk, curb, gutter or other work to be done within, along, upon or under the streets of the city shall be established without approval of the city engineer or his authorized representative.

Sec. 30-26. - Work to comply with city standards and specifications.¶
All work done pursuant to any permit issued under the provisions of this article shall be done in accordance with and in strict conformity to the adopted design standards and standard specifications of the city in force at the time the work is performed.

Sec. 30-27. - Procedure upon rejection of work by superintendent of streets.¶
Whenever the superintendent of streets has rejected any of the work done pursuant to a permit issued under this article, and the person to whom the permit therefor was issued refuses to do such work over again or to bring such work within the provisions of this article, or any other ordinances governing the same, within thirty days after notice to do so from the superintendent of streets, the superintendent shall report such fact in writing to the city council, whose duty it shall be to order the superintendent of streets to employ the necessary labor and purchase the necessary material to perform such work in accordance with the provisions of this article and any other applicable ordinances of the city, and the cost thereof, together with a reasonable attorney's fee to be fixed by the court, shall be recoverable by the city in any action brought therefor by the city in any court having jurisdiction of such action.
