Sec. 20-29. - Stop when emerging from alley.

The driver of a vehicle emerging from an alley driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or into the sidewalk alley extending across any alleyway.

Sec. 20-30. - Entering intersection when no vehicle space on other side prohibited.

No operator shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection to accommodate the vehicle he is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic control signal indication to proceed.

Sec. 20-31. - Stopping at school pedestrian crossings.

The driver of every vehicle shall stop such vehicle within fifty feet of the nearest side of every school pedestrian lane where any signal device, flagman, or other person is stationed giving warning that children are about or are crossing the street, and the driver of such vehicle shall not proceed until such signal has stopped, raised, or been removed, or the flag-man or person stationed at such pedestrian lane has given the signal to go or has left the locality.

Sec. 20-32. - Funeral processions to be identified.

A funeral composed of a procession of vehicles shall be identified as such by the display on the outside of each vehicle of a pennant or other identifying insignia, or by such other method as may be determined and designated by the traffic and patrol division.

Sec. 20-33. - Driving through funeral procession.

No driver of a vehicle shall drive between vehicles comprising a funeral procession while they are in motion and when the vehicles in such procession are conspicuously so designated.

Sec. 20-34. - Clinging to moving vehicles.

Any person riding upon any bicycle, motorcycle, coaster, roller skates, or any toy vehicle, shall not attach the same or himself to any moving vehicle upon any roadway.

Sec. 20-35. - Coasting and skating; play streets.

No person, upon roller skates, or riding in or by means of any coaster, toy vehicle, or similar device, shall go upon any roadway except while crossing a street on a crosswalk, and when so crossing such persons shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians. This section shall not apply upon any street while it is officially set aside as a play street by any ordinance or resolution of this city.

Sec. 20-36. - Riding on sidewalk.

The driver of a vehicle shall not drive within any sidewalk area or any parkway except at a permanent or temporary driveway.

Sec. 20-37. - Driving on new pavement.

No person shall ride or drive any animal or any vehicle over or across any newly made pavement or freshly painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking, or when a sign is in place stating that the street or any portion thereof is closed.

Sec. 20-38. - Entering or exiting from restricted access highways.

No person shall drive a vehicle onto or from any limited access roadway except at such entrances and exits as are established by public authority.

Sec. 20-39. - Restrictions on use of freeways.

No person shall drive or operate any bicycle, or any vehicle which is not drawn by a motor vehicle, upon any street established as a freeway, as defined by state law, nor shall any pedestrian walk across or along any such street so designated and described except in space set aside for the use of pedestrians, provided official signs are in place giving notice of such restrictions.

Sec. 20-40. - Obedience to barriers.

No person, public utility, or any department of the city, except in cases of extreme emergency, shall erect or place any barrier or sign on any street unless of a type first approved by the city traffic engineer. No person shall move or damage any such barrier or sign, and no person shall disobey the instruction of any such barrier or sign, placed in any street by any public utility or by any department of the city.

No person shall drive, propel or guide any traction engine, having any spikes, lugs, ribs or cleats on the face of its wheels or tires, on, over or along any street in the city, nor shall any person cause any such traction engine to be driven or propelled on, over or along any such street, unless permission therefor be first obtained from the street superintendent, and such permission, for the use thereof, shall be subject to such limitations, conditions and restrictions, as the street superintendent shall impose for the protection and preservation of such street, but in no case shall a paved street be subject to such use, unless the same be planked with three-inch planks to a width sufficient so that no part of any such spikes or other projections on the face of the wheels or tires of such traction engines shall touch the pavement thereof.

Sec. 20-42. - Same—Liability for damage.

All persons, who, themselves, or by their agents, injure or damage any street in the city, by driving or causing to be driven, propelled or guided, any traction engine, having any spikes, lugs, ribs or cleats on the face of its wheels or tires, on, over or along any street, shall be and are hereby made liable for damages for the injury and damage so occasioned as aforesaid.
