Sec. 20-104. - Provisions supplementary.¶
The provisions of this article are supplementary to the provisions of Sections 21200—21210 and Division 16.7 of the California Vehicle Code (commencing with Sections 39000 et seq.) and any amendments thereto hereinafter enacted.

Sec. 20-105. - License—Voluntary program; issuance; renewal.¶
(a) Bicycle licensing is available as a voluntary program for residents who own bicycles. Upon request of the owner of the bicycle, application for a license shall be made upon a form prescribed by the city and shall be made to the chief of police or designee.
(b) Prior to the issuance of any license indicia, a fee shall be paid to the city according to and in an amount prescribed by resolution of the city council.
(c) Bicycle license indicia shall be affixed to the front of the seat tube of the bicycle frame. Each indicia shall bear a unique license number and shall be permanently assigned to a bicycle.
(d) Bicycle licenses shall be renewed on January 1 of the third year following the year of registration. Renewal of a bicycle license shall be indicated by a supplementary adhesive device affixed parallel to, and above or below, the indicia, with the expiration date showing.

Sec. 20-106. - Same—Records.¶
(a) A license shall not be issued for any bicycle when there is reasonable ground to believe that the applicant is not the owner of, or entitled to the possession of, such bicycle.
(b) The chief of police or designee shall compile and maintain a record of each bicycle registered. The record shall indicate the number of each license, the date issued, the serial number of the bicycle for which it was issued, the make, type and model of the bicycle, the name and address of the licensee, and all license fees collected.

Sec. 20-107. - Removal of license indicia.¶
No person shall tamper with, destroy, mutilate or alter any license indicia or registration form, or remove, alter or mutilate the serial number, or the identifying marks of the City of Salinas identifying symbol, on any bicycle frame licensed under this article.

Sec. 20-108. - Riding on sidewalks.¶
(a) No person shall ride a bicycle in any area designated as prohibited by resolution of the city council and where signs are in place giving notice of prohibition of bicycle riding.
(b) Any permitted bicycle riding on sidewalks shall be done with due caution and reasonable speed. The rider shall yield to all pedestrian traffic and shall give an audible signal before overtaking and passing such pedestrian.

Sec. 20-109. - Bicycle racks.¶
No person shall, without an encroachment permit issued by the public works director, place or keep or maintain any bicycle rack or bicycle locker upon any public sidewalk.
