Sec. 36-26. - Connection fees.

Every application for a permit for making a connection to industrial waste sewer for the discharge of industrial waste shall be accompanied by the payment of connection fees as set by council resolution.

Sec. 36-27. - Service charges.

Industrial waste service charges are levied and assessed upon industrial users discharging into the city's industrial waste treatment facility. The service charge for the treatment and disposal of the industrial wastewater is set by the city council and is subject to annual review.

Sec. 36-28. - Billing.

All bills for such charges and pursuant to this article shall be issued by the city finance director.

Sec. 36-29. - Advance deposits.

In the case of any industrial user becoming delinquent in his bill, the city finance director, or his designee, may require an advance deposit in an amount not to exceed twice the amount of the highest monthly industrial waste service charge during the preceding twelve-month period. Any such advanced deposit may be applied by the city against any delinquent sewer service charge bill of the depositor after written notice to the depositor of the delinquency and of the city's intentions to apply such deposit. Each advanced deposit or any portion not applied shall be returned to the depositor upon request whenever change of the occupancy of the premises occupied by the depositor shall relieve him from all liability to the city under this chapter.

Sec. 36-30. - Persons responsible for payment.

All industrial waste service charges shall be billed to the following persons:

(a) To the person who requested such connection to the industrial waste system, or his successor in interest, or to any person requesting that such bill be charged to him, or

(b) If no such request was made, then to the owner of such premises on the date on which such premises are required hereby to connect to the industrial waste system, or to the successor in interest to such person.

Sec. 36-31. - Grease traps required.

Grease, oil, wax and sand interceptors shall be provided when, in the opinion of the director they are necessary for the proper handling of liquid wastes, sand or other harmful ingredients.

All interceptors shall be of a type and capacity approved by the director and shall be located so as to be readily and easily accessible for cleaning and inspection. Failure by the owner to clean and maintain these interceptors shall be considered sufficient cause for disconnection of premises from the industrial waste sewer, or punitive action as provided for this chapter.

Sec. 36-32. - Connections outside city.

No sanitary sewer or industrial waste sewer connection permit shall be issued to serve any property located outside the corporate limits of the city, except with specific approval of the city council and the agency.

Sec. 36-33. - Prosecution for damage to system.

No unauthorized person shall maliciously, wilfully, or negligently break, damage, destroy, uncover, deface or tamper with any structure, appurtenance, or equipment which is part of the collection system and sewage works. Any person violating this provision shall be subject to immediate arrest under charges of disorderly conduct.
