Sec. 30-13. - Permit—Required; exception.

No person other than employees of the city or persons under contract with the city or subcontractors of same shall cut or open any public street, alley, lane, court or place in the city for any purpose whatsoever without first obtaining a written permit to do so from the superintendent of streets.

In the case of land subdivisions which have been considered and approved pursuant to the provisions of Chapter 31 of this Code, the approval of the subdivision by the planning commission shall make unnecessary any permit under this section for improvements within said subdivision boundaries to be constructed as a condition for the approval of the subdivision final map.

Sec. 30-14. - Same—Application.

A person who desires to cut, open or make any ditch, trench or other excavation upon any public street, lane, alley, court or place in the city shall make an application to do so in writing to the superintendent of streets on a form to be furnished by the latter, setting forth such pertinent information as may be required by the superintendent of streets.

Sec. 30-15. - Same—Bond may be required.

Before granting any permit pursuant to this article, the superintendent of streets may require the applicant to post a satisfactory bond payable to the city in such amount as the superintendent of streets deems sufficient, conditioned upon the proper compliance by the permittee with the provisions of this article, and further to reimburse the city for any expense occasioned by any failure of the permittee to repair any defect in the work within two years from the completion of such work.

Sec. 30-16. - Work to be performed in accordance with permit; city standards and…

Any person granted a permit under this article shall perform all of the work to the extent, in the manner and within any time limit set forth in the permit, in a good and workmanlike manner and in strict conformity with the adopted design standards and standard specifications of the city in force at the time the work is done. Any and all such work shall be performed in such manner as to minimize any inconvenience to any individuals or the public in general and to protect the public safety and welfare.

Sec. 30-17. - Work to be done by city in case of unreasonable delay; costs.

If any permittee under the provisions of this article shall, in the opinion of the superintendent of streets, cause unreasonable delay in the completion of the work as set forth in the application, in the permit or in the preceding section, and such unreasonable delay in the opinion of the superintendent of streets adversely affects the public convenience or safety, the superintendent of streets, upon the giving of three days' notice in writing to the permittee to perform the work immediately, shall proceed with city facilities and labor, or by any other facilities or means, to complete the work and charge the cost thereof to the permittee.

Sec. 30-18. - Waiver of application for permit in cases of emergency.

The superintendent of streets may, in cases of emergency, waive the requirement for the application as set forth in this article, but in such event verbal authorization shall be obtained from the superintendent of streets to do any of the acts enumerated herein.
