2.16.010 - Membership.¶
The park and activities commission will consist of seven members who must be residents of the city and registered voters, but may not be city employees, during their respective terms of office. Members of the commission will be appointed by the city council. All members appointed to terms beginning January 1, 2012, and thereafter will be appointed to terms of two years each. If a vacancy occurs, such vacancy will be filled by appointment by the city council. Any member of the commission may be removed from office with or without cause by the majority vote of the city council.

2.16.020 - Compensation and expenses.¶
The members of the park and activities commission shall not receive any compensation for their services. They may receive reasonable travelling and incidental expenses when attending conferences, meetings, hearings, or matters affecting parks and activities within the city, and actual and necessary expenses incurred in the performance of official duties. No expense of any kind shall be incurred by the park and activities commission, or members thereof, unless first authorized and approved by the city council.

2.16.030 - Powers and duties.¶
The park and activities commission shall perform the duties and have all the rights, powers and privileges specified and provided for by this code, or any other advisory duties that may be assigned by order of the city council or provided for by other ordinances of the city. The park and activities commission shall:
A. Act as an advisory commission to the city council in all matters pertaining to parks, cultural, recreational and special events, beautification and maintenance of public areas, operation of recreational facilities, city celebration, equestrian trails, pedestrian walkways and bicycle pathways;
B. Advise with respect to development of recreation in the city, stimulate public interest in recreational programs and cooperate with schools located in the city and all other agencies for recreation and swimming programs relating to securing and developing an adequate recreational program;
C. Advise with respect to acquisition, construction and maintenance of equestrian trails and facilities and bicycle and pedestrian pathways within the city;
D. Advise with respect to the acquisition, development and maintenance of park facilities in the city;
E. Advise with respect to programs for roadside, median, parkway and other public and private landscaping design concepts, including the design and location of signs, fences and other decorative landscape features, and the dissemination of information concerning beautification throughout the city;
F. Advise the city council on such other matters as the city council may, from time to time, refer to the commission.

2.16.040 - Meetings.¶
The date and time of each regular meeting of the park and activities commission will be set by resolution of the city council.
