10.52.010 - Privately owned off-street parking facilities—Public use.¶
The city council finds and declares that the hereinafter described property is privately owned and maintained as off-street parking facilities within the city limits and is generally held open for use of the public for purposes of vehicular parking:
A. All parking facilities within the Southwest center which is bounded on the south and west by College View Drive, on the north by Southwest Boulevard and on the east by Adrian Drive.
B. All parking facilities situated at the intersection of the Rohnert Park Expressway and Commerce Boulevard, 6350 Commerce Boulevard and commonly known as the parking facilities for the Park Plaza Shopping Center.
C. Parking facilities situated in the 100 block on Southwest Boulevard and commonly known as the parking facilities for the Manor Shopping Center, Herrington Square Shopping Center.
D. All parking facilities situated at the intersection of Rohnert Park Expressway and Commerce Boulevard, 6335 Commerce Boulevard and commonly known as the parking facilities of the North Bay Shopping Center.
E. All parking facilities situated at the intersection of State Farm Drive and Rohnert Park Expressway, 100 Raley's Towne Centre and commonly known as the parking facilities for the Raley's Shopping Center.
F. All parking facilities situated at the intersection of Snyder Lane and Southwest Boulevard, 1451 Southwest Boulevard and commonly known as the parking facilities for the University Square Shopping Center.
G. All parking facilities situated at the intersection of Gold Courts Drive and Country Club Drive, 901 Golf Course Drive and commonly known as the parking facilities for the Mountain Shadows Shopping Center.
H. All parking facilities situated in the 300 block on Rohnert Park Expressway Mall and K-Mart Shopping Center.
I. All parking facilities situated in the 4600 block on Redwood Drive, 4675i Redwood Drive and commonly known as the parking facilities for the Wal-Mart Shopping Center.

10.52.020 - California Vehicle Code reference.¶
Pursuant to the authority of Section 21107.8 of the California Vehicle Code, the City Council declares that Sections 22350, 23103 and 23109 and the provisions of Division 16.5 commencing with Vehicle Code Section 2800 of the California Vehicle Code shall apply to the above described privately owned and maintained off-street parking facilities.
