Rohnert Park Municipal Code Ch. 10.80 Trip Reduction

This chapter shall be known and may be cited as the "City of Rohnert Park the Trip Reduction Ordinance (TRO)."

This chapter is authorized under Proposition 111 legislation Government Code Section 65089(b)(3) and the Streets and Highways Code Section 2105.

This chapter is established to meet the Sonoma County Transportation Authority (SCTA) trip reduction and travel demand requirements.

The following trip reduction requirements are hereby established and are imposed upon employers within the city of Rohnert Park:

A. Employer site threshold. This chapter shall apply to all employers within the city of Rohnert Park with one hundred or more employees at an individual job site including the city of Rohnert Park. Where such an employer has multiple job sites, only those sites that have one hundred or more employees are subject to this chapter.

B. Dissemination of information. Each employer subject to this chapter is requested to voluntarily disseminate trip reduction information regarding transportation alternatives including carpools, vanpools, transit, bicycling, and other methods of reducing trips such as carpools transit, bicycling, telecommuting, compressed work week, and flexible work hours annually to each employee and to all new employees as they are hired.

C. Employee survey. Each employer subject to this chapter is requested to voluntarily conduct an annual employee trip survey with a summary of the trip survey results submitted to the city of Rohnert Park. A one hundred percent trip survey response rate is a desired goal. The city of Rohnert Park shall prepare an overall summary of all surveys submitted which will then be reported annually to the Sonoma County Transportation Authority (SCTA).

D. Local jurisdiction responsibilities. The city of Rohnert Park shall designate a transportation administrator to be responsible for implementing the Trip Reduction Ordinance (TRO).

E. On site transportation coordinator. Each employer subject to this chapter is requested to voluntarily designate a transportation coordinator to be responsible for administering the employer requirements of the Trip Reduction Ordinance (TRO). Each transportation coordinator should complete a training course approved by the Sonoma County Transportation Authority (SCTA).

F. Trip reduction goal. The desired trip reduction goal is an average occupant per vehicle ratio of 1.2 occupants per vehicle.

G. Implementation of Trip Reduction Ordinance (TRO). Each employer meeting the employer threshold shall be notified of the requirements of this Trip Reduction Ordinance.

If any other agency which has jurisdiction over trip reduction requirements for employers within the city of Rohnert Park adopts trip reduction requirements that meet or exceed the requirements of this chapter, then any employer within the city of Rohnert Park that meets those requirements will be deemed to be meeting the requirements of this chapter by annually forwarding or having the other agency that has jurisdiction forward to the city of Rohnert Park a summary of the trip reduction information and documentation required by that other agency.
