9.36.010 - Cruising defined.¶
"Cruising" means the driving of a motor vehicle three or more times within a four-hour period, in a particular direction, past a traffic control point in traffic which is congested at or near the traffic control point. Traffic control points shall be established under Section 9.36.040.

9.36.020 - Cruising prohibited.¶
No person, having driven a motor vehicle, or having been a passenger in a motor vehicle driven past a traffic control point established and posted pursuant to Sections 9.36.030 and 9.36.040, and having received written notice as provided by Section 9.36.050, shall drive past that control point again within the time period while cruising controls are in effect. Each successive trip past the traffic control point shall constitute a separate violation of this section, and no additional written notice shall be required for such separate violation.

9.36.030 - Cruising—Signs.¶
The chief of police, or his or her designee, shall cause signs to be posted at the beginning and end of the portion of any street he or she determines is subject to cruising and is in need of cruising controls. The signs shall briefly and clearly state the appropriate provisions of this chapter and Vehicle Code Section 21100(d) on cruising.

9.36.040 - Cruising—Traffic control point.¶
The ranking peace officer on duty within an area posted as subject to cruising controls may establish one or more traffic control points at or near the area of traffic congestion.

9.36.050 - Cruising—Written notice.¶
Any person who, as the operator of, or passenger in, a motor vehicle driven in a particular direction past a traffic control point established pursuant to Section 9.36.040 at least two times within a four-hour period, may be given written warning notice that further driving past the control point will be a violation of Section 9.36.020.

9.36.060 - Penalty for violations.¶
Violation of this chapter is an infraction. The minimum penalty for a first conviction is a one hundred dollar fine. For a second conviction within one year, the minimum penalty is a two hundred dollar fine. For a third or subsequent conviction within one year, the minimum penalty is a two hundred fifty dollar fine.
