15.32.010 - Purpose.

This chapter is enacted for the purpose of regulating the design and construction of frontage improvements, site grading and site drainage for public school facilities as authorized under Government Code Section 53097.

15.32.020 - Plan review and approval required.

Prior to submission of a public school project to the Department of the State Architect, a public school district shall submit two complete sets of plans detailing all proposed frontage improvements, grading, drainage and erosion control measures for review and approval by the city engineer. The plans shall be prepared in substantial compliance with city of Rocklin standard specifications and improvement standards.

15.32.030 - Time limits for review and approval.

The city engineer shall review the plans for frontage improvements, grading and drainage within fourteen days after submission by the public school district, and shall either approve the plans as submitted or return the plans to the school district with a written request for changes, corrections, or other modifications. If after fourteen days the plans have not been reviewed and returned with comments, the plans shall be deemed approved as submitted. Upon resubmittal of corrected or modified plans, the city engineer shall have an additional ten days after submission to approve or comment on the revised plans. Should the city engineer fail to approve or return with comments, the corrected or modified plans within ten days after resubmission, the plans shall be deemed approved as resubmitted.

15.32.040 - Compliance with city frontage improvements ordinance.

In addition to the requirements of this chapter, the school district shall be subject to the provisions of Chapters 12.04 and 15.18, including the requirement to obtain an encroachment permit prior to commencing any work in the public right-of-way.

15.32.050 - Compliance with city grading ordinance.

In addition to the requirements of this chapter, the school district shall be subject to the provisions of Chapter 15.28, including the requirement to obtain a grading permit prior to commencing grading work.
