16.32.010 Purpose.

The public and semipublic district allows for the location and development of large public and semipublic uses, as shown in Table 16.32.1, within a separate zoning district. In addition to this general purpose, some specific purposes are listed below.

A. Allows consideration of the establishment or expansion of a large public or semipublic use at rezoning hearings rather than at use permit hearings only. Notice is given to all of the extent of a site approval for a large public or semipublic use showing it on the district map.

B. Allow the Planning Commission and City Council to consider the most appropriate use of a site following discontinuance of a large public or semipublic use without the encumbrance of a base district that may or may not provide appropriate

16.32.020 Permitted Uses.

Table 16.32.1 shows permitted uses and uses permitted with a use permit. (Ord. 606, 1999) Uses considered retail or service related that are non-government uses shall follow the same development standards as the District. (Ord. 758, §2 (part), 2007; Ord. 782, 2011)

16.32.030 Required Conditions.

Required Area. Public Facilities sites must be at least one acre. Sites less than one acre are subject to the regulations of the surrounding district.

Design Review. All uses in the PS District are subject to Staff Review or Site Plan Review. The procedure used will be at the discretion of the Director.

Development Standards. Landscaping, setbacks and other development standards shall be as set forth in Chapter 16.24, unless otherwise approved by the Planning Commission.

Termination of Use. If a use is discontinued, the Planning Commission must review the site to determine the appropriate use for the property. (Ord. 606,1999; Ord. 758, §2 (part), 2007; Ord. 782, 2011)
