7.60.010 - Record of sales, purchases, etc.¶

Every person buying, selling, exchanging, receiving in pledge, or otherwise dealing in, whether as a separate business or in connection with other business, secondhand bicycles, diamonds, silverware, jewelry, old gold or silver, clothing, tools, surgical, dental or drawing instruments or implements, firearms, junk, all ferrous and nonferrous scrap metal, or any of said articles in the City, shall keep at his place of business a record book, in which shall be entered, in the English language, at the time of purchase, sale, pledge or exchange of such articles description of such articles bought, sold, pledged, or exchanged sufficient to identify the same, and the full name, address and signature of the person selling, pledging or exchanging such articles and if an exchange be made, a description of the articles given in exchange as well as those received. Identification of such persons selling, pledging or exchanging such articles shall be required by the person receiving the articles, for example, identification by a valid state driver's license or state identification card. If a driver's license is provided as identification, the driver's license number shall be noted on the record book.

7.60.020 - Records—Delivery of copy to Chief of Police.¶
A true copy of all entries made in said record book for the day previous shall be delivered to the Chief of Police, by the person keeping said record book, the following day, before ten o'clock a.m.
7.60.030 - Records—Inspection by police officers.¶
Said record book shall be open to the inspection of the Chief of Police, or any police officer of the city, at any time during business hours, and it is declared unlawful for any person keeping said record book, or having the same in his custody or control, to fail to produce same and submit it to the inspection of the Chief of Police or police officer upon demand. The premises under the control of persons dealing in articles mentioned in Section 7.60.010 shall also be open to the inspection of the Chief of Police, or any police officer of the City authorized by the Chief, at any time during business hours.

7.60.040 - Articles received by purchase, etc.¶
, to be kept ten days before disposal.
All articles mentioned in Section 7.60.010 above received by purchase, pledge or exchange shall be kept by the person receiving the same at least ten days before the same are disposed of. Such ten days shall commence with the date on which the copy of the entry of the articles in the record book was delivered to the Chief of Police pursuant to Section 7.60.020.
