7.16.010 - Permit required.

It is unlawful for any minor to engage in the occupation or business of bootblack or shoeshining in or upon any public street, park, square, or any public place within the city without a permit to engage in such business or occupation issued by the chief of police.

7.16.020 - Application for permit.

Application for a permit required by the provisions of Section 7.16.010 shall be made in writing to the chief of police, shall be signed by the parent, legal guardian or other adult person having the legal care and custody of such minor, and shall set forth the true name, age and home address of such minor, the true name and address of the parent, legal guardian or other adult person making the application on behalf of said minor, and such other and further information as the chief of police may require.

7.16.030 - Aiding minors to violate this chapter prohibited.

Any adult person assisting, aiding, abetting, permitting or encouraging any minor to violate the provisions of Sections 7.16.010 or 7.16.020 is guilty of a misdemeanor.

7.16.040 - Permits—Contents and how issued.

The chief of police, if satisfied as to the moral character and integrity of such minor, shall issue to him a numbered permit to engage in said occupation or business, and shall prescribe, at the direction of the city council, the hours, places and conditions under which said business or occupation may be carried on. Such terms and conditions shall be uniform, and shall be set forth in such permit. Each minor granted a permit under this chapter shall display the permit number in prominent and visible figures not less than four inches in height and two inches in width upon the box, satchel, stand or container used by such minor in his said occupation. Such permit shall be at all times carried by the minor therein certified when he is engaged in said business or occupation. The chief of police shall at all times maintain in his office a complete list of all persons to whom such permits have been issued. Permits issued under this chapter shall be valid for a period of one year from the date of issuance, unless sooner revoked, and any renewal thereof shall be made upon application made as required in Section 7.16.020 in the case of the original application.

7.16.050 - Permits revocable.

Any permit issued under this chapter shall be revoked by the chief of police upon proof of violation of any of the terms or conditions prescribed in this chapter.

7.16.060 - Penalty for violation by minor.

Any minor who violates any of the provisions of this chapter is guilty of a misdemeanor and subject to the provisions of Chapter 2, Division 2 of the Welfare and Institutions Code of the State of California.
