2.24.010 - Annual submission of program.¶
Each year the City Manager shall submit to the Council of the City of Richmond a five-year Capital Improvement Program accompanied by his recommendations for financing this program.

2.24.020 - Adoption of program and budget.¶
Prior to the adoption of the Annual Operating Budget, the Council shall, by resolution, adopt a Capital Improvement Program. The first year of the Capital Improvement Program shall be considered with the proposed Annual Operating Budget and shall be known as the Capital Improvement Budget.

2.24.030 - Contents of program—Amendments.¶
The Capital Improvement Program shall show all capital expenditures of ten thousand dollars or more planned for the five ensuing years. The program shall include the acquisition of property and all physical public improvements of a permanent nature.
For each purpose there shall be shown, in a form designated by the City Manager, the estimated costs, the money that has been spent, encumbered, or is intended to be spent or encumbered prior to the beginning of the ensuing fiscal year and also the amounts and sources of the money that are intended to be spent during each of the ensuing five years.
The Council may delete projects from the Capital Improvement Program as submitted to it, but it shall not otherwise amend the Capital Improvement Program until it has requested the recommendations of the City Manager. The Council shall not be bound by such recommendations and may act without them if they are not received within thirty days from the date they are requested.

2.24.040 - Contents of budget—Amendments.¶
The Capital Budget shall show in detail expenditures of ten thousand dollars or more intended to be made or incurred in the ensuing fiscal year, and shall be in full conformity with the first year of the Capital Improvement Program. Amounts specified as intended to be spent in the current fiscal year shall upon enactment of the Capital Budget constitute appropriation of such amounts.
The Council may amend the Capital Budget, but first the Council shall amend the Capital Improvement Program as necessary.

2.24.050 - Hearing by planning commission.¶
Before presentation of the Capital Improvement Program to the City Council, the Planning Commission shall hold at least one public hearing on the current Capital Improvement Program. Notice of the hearing shall be published at least ten days prior to the date thereof, in a newspaper of general circulation within the City. After the completion of the hearing, the Commission shall forward its report to the City Council and the City Manager.

2.24.060 - Hearing by council.¶
Before adopting the Capital Improvement Program, the Council shall hold at least one public hearing at which time it shall receive the comments of the Planning Commission to insure conformity of the Capital Improvement Program with the recommendations set forth in the General Plan. The Council may act if the Planning Commission comments have not been submitted at the time of the hearing. The City Clerk shall publish a notice of the hearing at least ten days prior to the date thereof, in a newspaper of general circulation within the City. Such notice shall state that copies of the Capital Improvement Program are available in the office of the City Clerk.
